SUBJECT: Common Employee Index Number
1. The proposal to use employee index numbers, as set
forth in the Deputy Comptroller's memorandum of 12 July 1957,
has been reviewed.
2. The use of employee index numbers with the pseudonym
in correspondence cables, etc. , as set forth in paragraph 3,
reference A, is questioned:
a. Since the employee number will be used with the
true name, the use of such number with the pseudonym
could compromise the pseudonym; 1. e., in event of loss
of document, security violations, etc.
b. Pseudonyms are not constant and are frequently
changed; therefore, it is felt that the change would be
ineffectual if always- followed by the same employee's
index number.
4. The Office of Communications may wish to comment on the
added cable problem in using employee index numbers in cables as it
is my understanding it is much more difficult to "cable" a number
than it is a name.

3. In view of the above, this office does not concur in the use
of the employee index number with- pseudonym sy'Other parts of the
paper are concurred in from a security standpoint with the under-
standing that each additional proposed use of the index number will
be cleared by this office prior to adoption,
