2. Correspondence from Accountable Stations and Bases under Finaneial
Property Anointing has evidenced the need for revising the USN concept as
it applies to issues at Neskearters level. In formulating a new prowlers,

immediate issue, are processed as a direct Charge to cost at Neadquarters
level to avoid administrative details associated with transfers of aceount-
ability. Documenting the Imo of such property throng', the "In-Transit"
amount would involve the assignment or a definitive steak number end the
OPPlieetion of a fixed price to each use processed. This step would be
impractical because of the difficulty involved in identifying the numerous
spare ports and, odd items not normally gloried in our supply system.. Issues
processed through the "In-Tramsit" account are reconciled an a line 1,tem
basis upon evidence of receipt from the consignee. Since the "In-Transit"
account is cleared by lime item, a sasehixe clearance of entriet bearing 25X1
WASN-TIPS stock numbers is virtually impossible. For reasons mentioned
