1. This is to confirm our discussion on 23 May 1956 concerning a case
where the October and November earnings of a employee covered by this procedure
had apparently not been reported to headquarters for special handling as required
by paragraph II F of reference. As a result the earnings apparently will be
included in a W-2 for 1956 unless special action is taken to file an". amended
return for 1955. We discussed also the matter of the individual's entitlement
to social Security coverage for the fourth quarter of 1955. In this discussion
we recognized the possibility that this was not an isolated instance.
2. You indicated full administrative consideratmon would be accorded this
situation by the Finance Division in order to resolve the question of how this
and similar situations should be handled to protect the interests of both the
individual and the Government.

1. 1 hereby adopt the salary schedules provided by
Section 603(b) and '603(c) of the'Classification Act of
1949, as amended, and as it may hereafter be amended, for
all staff personnel of this Agency whose compensation is-
fixed administratively on the basis of the compensation
schedules of that Act.
2. You are hereby authorized and directed to take
all action necessary to put these salary schedules into
effect as of the, date of this memorandum.
