at the last competitive evaluation of GS-13's. He also stated there
?5X1A9a was no recent fitness report indicating a substantial improvement in
25X1A9a performance. As a consequence, was somewhat concerned
about the request for a Quality Step Increase under these circumstances.
25X1A9a pointed out that - had undertaken a task of developing
25X1A9a a highly classified research activity with tightly controlled security.
25X1A9a formulated and sold the project at the highest levels in this
Agency and in two other participating agencies. Following clarification
25X1A9aon the issues involved, - moved that be recommended for
25X1A9EF Quality Step Increase from GS-13, step 2 to GS-13, step 3.

Career Service Panel meeting on 7 October 1968.

6. The Career Service Panel meeting of ORD Division Chiefs was
held on 16 September and to the noon of 17 September 1968. All Division
Chiefs were present and, an interim oral report on the activities was
25X1A9a presented to Mr. Chapman and by on the morning
25X1A9a of 17 September. A written report, prepared by and
25X1A9a reviewed and approved by the other participants, will be made a part of
the CSP records.
