Rapidly expanding programs in the Behavioral Sciences and their application to Clandestine Services have made it necessary for TSS to consider recruiting new personnel in the fields of research in physiology, psychology and sociology-anthropology. These individuals will be. utilized in a highly specialized program designed to develop techniques and principles which can be exploited and applied, in most instances, by operating intelligence officers. The program includes research in the fields of agent assessment, principles of comparative culture studies and the dynamics of motivation (e. g. , dynamics of defection, treason, etc.). The DCI has indicated several times his desire that all Agency elements having a research potential in this field collaborate closely. The program is an expansion of, and in one sense an extension of, the old project known as 2. In the belief that this program is of interest to your component, it is suggested that consideration be given to making available the services of qualified personnel from your staff for participation in this activity on a rotational basis or on any other mutually agreeable basis. Obviously the greatest contribution to this undertaking can be provided by individuals with Agency experience and training. In addition, valuable experience in the support of clandestine operations can be provided which will enhance the quali- fications of career service employees eligible for some type of rota- tion assignment. 3. Personnel for this program can be obtained by direct recruitment from the outside.
