SUBJECT: Delegation of Authority
1. Reference is made to the request of the Chief, Medical
Staff, dated 25 June 1951, for delegation of certain authorities.
Although some phases of his proposal are covered by current Agency
regulations, there is no specific legal objection to his request.
2. In regard to the delegation of authority requested in
paragraph 5a of Dr. Tiet'en~s memorandum, your :attention is invited
to CIA Regulation No.~ which places him "in charge of the develop-
ment, preparation and execution of the Agency medical program and
with providing required medical service and support to Agency
activities." In addition, other phases of this program could be
accomplished through the Personnel Director and the Chief of
Procurement.
3. A provision similar to the delegation of authority requested.25X1A
in paragraph 5b may be found in CIA Regulation Na.~ and in
paragraph 10.0 of the Confidential Funds Regulations.
~.. With regard to the first part of paragraph 5c of Dr ietjen~s
memorandum, your attention is invited to CIA Regulation No. which25X1A
provides for sick leave, It would seem that the 'disability sys em's
referred to in the latter part of paragraph 5c has been established
by Conbress in its enactment of the Federal Employees Compensation
Act. This legislation is administered by the Bureau of Employees'
Compensation and applies to GIA employees.
5. Paragraph 5d of Dr. Tietjenis request concerns the per- 25X1A
formance of physical examinations. CIA Regulation No.~authorizes
the Chief, Medical Staff, to conduct such examinations on a wide
scale.
