In response to the request at the staff meeting of 2 December 1952, PCD foresees no applicable requirement based on this directive. 2, If it is intended to stretch the meaning of this dir- ective, it is conceivable that under paragraph III-D, PCD might utilize consultant service of such specialists as experts in atomic warfare, biological warfare and perhaps chemical war- fare.
