Tiet-ien's professional opinion nor any reflection
cast upon his decision against overseas duty. How-
ever , emphasized ti-at the trip would

ble zone from a living and climatic standpoint, and
could be justified on the basis of operational nec-

There are many dcb bate aspects to this problem, although
absolutely no pressure, has been brought to bear on me;
in sirmis.ry, I feel that it would be reasonable to. grant
the waiver on a strictly TDY basis.
