Reference is made to the memorandum of 6 June 1952, subject as above. 2. It is suggested that the Acting Chief PCD continue the de- velopment of career training as initiated by 3. Comments in regard Paragraph 3 of subject memorandum are as follows: a. C/1+ will attempt to establish field technician slots which will permit rotation. b. slots will be considered head- quarters slots for purposes of rotation. c. The recommendations contained in Paragraph 3 c, d, and e of subject memorandum are interpreted as being ob- jectives of the final career program. Paragraph 2 of memorandum governs present policy. d. It has recently been brought to my attention that an FE Division is desirous, with or without Medical office approval, of promoting a medical technician in the field from a GS-7 to a GS-9.
