1. This is the second report of the Administrative Allowance
Committee. It includes criteria developed by the Committee for admin-
istering the program, various statistics relating to cases handled by
the Committee and certain problems encountered in establishing ad-
ministrative allowances together with the solutions developed by the
Committee. This report covers the period from the Committee's
inception on 19 January 1965 through 30 June 1968. The initial report
of the Committee was made on 15 September 1965 and covered the period
19 January through 31 August 1965 during which time the Committee's
major efforts were devoted to establishing procedures and working
principles.
2. The Committee is comprised of representatives of CCS,
OGC, SSA./DDS and the Offices of Finance and Personnel, each
representative being a voting member of the Committee. The
present membership of the Committee is as follows:

a nonvoting member. A representative of the Clandestine
Services Staff or Division having responsibility for the individual whose

to the Committee.

13. Since the Committee is set up to process non-official
cover types, it feels that it should explore extending its charter to
include all individuals who fall within this category, whether they
be staff agents, career agents, contract employees, or staff employees.
