SUBJECT Summary of Personal-Property Claims Activity
During Calendar Year 1975
1. This memorandum is for your information only.
2. The normally slow-paced, stable volume of personal-
property claims processed by the Agency soared during calendar
year 1975. The increase in both the volume and dollar value
of claims received from Agency employees was, of course,
predictable in light of the emergency evacuations (from the
summer of 1974 through the spring of 1975) of our employees
and their families from overseas posts. The vast majority of
these evacuation claims reached the Claims Review Board during
the first 9 months of 1975, but some are still trickling in.
The figures cited in this memorandum and the attachment sum-
marize the claims which were completed during 1975, as well
as those which have been brought forward for action during
1976. In addition, a comparison is drawn to 1974 claims
activity, highlighting the sudden expansion in our claims
business. Our 1975 statistics are categorized as ordinary
claims (all those which are not evacuation losses), Southeast
Asia evacuation claims, and claims. The STATINT
1974 statistics used for comparat ve purposes cover ordinary
STATINTL claims only; no - claims were completed during that year,
and the Southeast Asia evacuations had not yet occurred. Some
of the more pertinent statistical findings are:
a. The 491 claims completed during 1975 represented
an increase of 225 percent over 1974 claims completed.
These 491 claims totaled $1,088,900 or an increase of
more than 1,300 percent above the amount claimed in 1974.
Of that total claimed in 1975, $681,700 was allowed, a
dollar approval rate of 62.6 percent in 1975 compared to
the 57.5 percent approval rate of 1974. (This increase
is partly caused by the most recent amendment to the
Military Personnel and Civilian Employees' Claims Act,
which raised the amount payable per claim from $10,000
to $15,000 for losses occurring after 18 October 1974.)
The average 1975 claim amounted to $2,218 compared to
$506 in 1974, and the average award totaled $1,388 in
1975 compared to $291 in 1974.

c. In 1975, we received or brought forward from the
previous year a total of 603 claims amounting to $1,642,800
(491 totaling $1,088,900 completed during 1975 and 112
totaling $553,900 carried forward to 1976). Those 603
claims consisted of 236 ordinary claims totaling $180,800,
316 Southeast Asia evacuation losses totaling $1,333,200,
STATINTL and 51 cases totaling $636,500. By the
end of 19 5, 8.. percent of those 603 claims had been
completed (80.5 percent of the ordinary claims, 84.8 per-
cent of the Southeast Asia evacuation claims, and 64.7 per-
STATINTL cent of the claims).
2. Ordinary claims climbed both in numbers and dollar
amounts in 1975, continuing the steady but gradual upward trend
of the past few years. In 1975 and 1974 respectively, 190 versus
151 ordinary claims were completed, the average amounts claimed
were $722 versus $506., and the average amounts allowed were $402
versus $291.
3. As the above distributions show, the larger number of
claims originated from those employees who were forced to leave
STATINTL Southeast Asia during the spring of 1975. Their average losses,
though, were minimal compared to the far fewer

The average amount allowed on Southeast Asia claims was $1,516

SUBJECT: Summary of Personal-Property Claims Activity
During Calendar Year 1975
16 October 1975. Nearly 40 of those 87 remaining claims
require more information from the claimants involved (as is
frequently the case) and cannot be acted upon by the Claims
Review Board at this time. Unless the near future brings
another large-scale, multiple-loss situation, we believe we
will reach an acceptable workload level within the next 2
months.
