Department's "Annual Report of the Assistant Secretary
for Administration.." Our review of it has stimulated
interest in one particular area.
We are actively pursuing the development and utili-
zation of the concept of Management by Objective. In
this connection, we noted that you, too, have interest.
In connection with this you may have experiences which
could be of value to us and we would appreciate learning

We have just completed the first Annual Report of the Assistant
Secretary for Administration which describes our organization,
accomplishments, problems, new initiatives and a revised system
to support management decisions in the Department of Agriculture.
As you may know, I have been quite outspoken in my belief that
each Department as large as ours needs andexecutive whohismanage-

specifically responsible for improving
ment system. At Agriculture, we have developed a strong
centralized system for supporting department and agency manage-
ment and have substantially improved our long-range planning,
budgeting, MBO and program evaluation systems. This is described
in the attached report which I hope is of interest to you.
