Operations Bill: John F. Blake Deputy Director for Administration 1. I have attached for your reading a note from Charlie Bohrer to me. 2. While it would appear that the idea. put STATINTL forward by twill die aborning, I would like you to know my position on it. This Agency, on both an absolute and a comparative basis, has probably the best pre-retirement program of any Agency in town. It receives compliments from all directions and I am not aware of any particular criticism. If there were STATINTL to be a decision to pursue 0 proposal--which I must be frank to say I consider rather self-serving on his part--I would wish to have serious discussions with you on the matter. Frankly, it is just 'Al another case of my own ignorance. No one had ever 4. talked about out-placement with me, and I was under the impression that we had no 5. facilities for same. When 5X1A was free for several months in his 6. Senior Review Officer role, I asked him to look into out-placement. He has done 7. two fine papers for me, both of which reflect just what you said in your notee. 8. I suppose the reason the out-placement word never gets to the DDO officer is 9- either that he never asks or that none of his friends ever seem to have been in- 10. volved in it. --- -- -- Hard to say. 11. -- - --- Thanks very much for your - ----- note. 12. 14. 15.
