Janney Director of Personnel SUBJECT Supergrade PRA Promotions REFERENCE . Your memo; subject: Supergrade Promotions; dated 7 July 1976 1. In paragraph 3 of referent memorandum, you directed that I challenge those supergrade promotions which would result in a Personal. Rank Assignment; that we obtain justification and rationale for each of the recommendations; and that there be a clear plan for the eventual assignment within two years of each of the individuals to positions equivalent to the rank involved. 2. Attached are new recommendations for each of the individuals concerned in response to the requirements levied on the components involved. We have carefully reviewed each recommendation, and I believe that the justification and rationale submitted warrants your approval. The planned future assignments of the individuals concerned suggest that we should have only temporary PRA situations for this group of officers. 3. Accordingly, I recommend that you approve these recommendations. 4. I might add that we have found this additional step in our supergrade promotion exercise both useful and productive. In the future we will ensure that adequate justification is initially submitted for any proposed recommendations involving a PRA. 25X1A F. W. M. I am returning herewith your memorandum of 29 June 1976 concerning supergrade and Scientific Pay Scale promotion recommendations. I have approved your recommendation in 4.a. and most of 4.b. as well. 2. In the future, promotion recommendations in these categories are to be addressed directly to me and prepared for my approval or disapproval as DDCI. 3. Among the envelopes attached is envelope (A) which contains individual recommendations I have approved. Envelope (B) involves recommendations for grgmotions. in circumstances which would involve PRA arrangements. ~I ask that you challenge these proposals.
