SUBJECT: Report of NCMS Conference, 20-22 July
Executive Registry
STATINTL and I attended the 12th Annual National
Classification Management Conference in San Diego on 20-22
July 1976. Gene was invited as the luncheon speaker for
Wednesday, 21 July, and did an excellent job. After his
discussion of the impact of FOI and Privacy legislation on
CIA, several people approached him to ask where they could
sign up to work for the Agency.
My participation at the Conference consisted of trying
to soak up as much information as possible about the security
classification programs of other agencies in the hope that
others might have developed some materials which we could
use. Unfortunately, the thrust of the Conference was aimed
at DOD/contractor relationships and the classification
problems encountered therein. The split of attendance
between Government and industry was 40:60. Their overriding
concern seemed to be the guidelines used for the classifi-
cation of DOD contracts, and the handling of information
between contracting parties.
The education and training session in which I was
particularly interested was a disappointment. It seems that
DOD classifies by project or contract and, in turn, classifies
all correspondence related to a project at the same level.
This system removes all subjectivity from the decision
making process and creates a tremendous derivative problem.
The concept of the individuality of a document does not
apply; each document is not classified on its own merit.
Such a simplistic approach appears to violate the intent of
E.O. 11652, but would certainly solve some of our classifica-
tion problems. If we took the OGC intelligence sources and

methods listing and specified a level of classification for
each item, we could publish definition criteria and guide-
lines for classification like-other agencies have done.
Meeting my counterparts and associates in other agencies
was the most worthwhile point of the Conference. Alan
Thompson from the National Archives extended an invitation
for me to visit their facilities and get a briefing on their
declassification review programs now going on. I also met
several people from NSA's security classification staff who
were very open in discussing their programs. Bob Wells,
Executive Director of the ICRC, attended the Conference and
spoke with Gene and T about his plans for annual reviews of
classification programs. He now has a staff of four or five
analysts who will visit agencies to assist in the development
of programs. The goodwill generated from such associations
is probably worth more than any single formal presentation
put on at these conferences.
The attached brochure gives you a feel for the tone and
scope of the Conference. Unfortunately, it was not all I
had hoped it would be.

Robert Behr
Mr. Behr is employed as the Foreign Disclosure
Policy Officer for Air Force System Command,
ASD, Wright Patterson AF Base, Ohio. He is re-
sponsible for the release of all classified and unclas-
sified - controlled data to Foreign Governments,
International organizations and commercial con-
tractors. Release action is effected primarily under
Foreign Military Sales, Bilateral and International
Agreements, Technical Cooperative Programs, and
Export Licenses. He also administers the program
for all foreign visitors.
Mr. Behr joined AFSC/ASD in 1971 and his past
experience includes extensive work in the field of
Intelligence Collection (HUMINT) both from
CONUS and overseas with the U.S. Army and U.S.
Air Force from 1948 to 1970.
Billy W. Campbell
Mr. Campbell is Supervisor of the Company Tech-
nical Document Center at Hughes Aircraft Com-
pany, Culver City, California. He is responsible for
supervising the entry of all Hughes documents into
a completely automated information retrieval pro-
gram; microfiching of Hughes documents; and the
acquisition and servicing of technical documents
for the Hughes technical community.
Mr. Campbell has twenty-two years experience in
reference, cataloging, films, acquisitions, serials,
periodicals, and government documents at the
libraries of the University of California, Berkeley,
the Library of Hawaii, Honolulu, Los Angeles State
College, San Fernando Valley State College, and
Hughes Aircraft Company.
Mr. Campbell has been a member at times of var-
ious library associations and is presently active in
the Los Angeles Regional Technical Information
Users Council. His publications include, "A Suc-
cessful Microfiche Program," "Microforms in Special
Libraries," and (with others), "A Microfilm Card
Catalog at Work."

James H. Carmichall
Mr. Carmichall is employed as an industrial Security
Specialist for the Defense Contracts Administrative
Services Region in Los Angeles. He joined DCASR
in 1968 and was assigned in Phoenix and San
Diego prior to transferring to Los Angeles in 1973
where he was the Education and Training Special-
ist. He has recently been transferred to the Opera-
tions Division of the Directorate of Industrial
Security.
Mr. Carmichall received a B.S. degree in Public
Administration from Long Beach State and per-
formed graduate work at the University of San
Diego. He is a member of the Pi Sigma Alpha
(National Political Science Honor Society).
Ms. Clifton is employed as Manager, Technical
Libraries for Litton Industries and is responsible for
the functions of ordering, cataloging, distribution
and maintenance of classified technical reference
materials. She has been with Litton for 22 years:
Ms. Clifton is a National Councilor for the American
Society for Information Science, President of the
Southern California Chapter of the Special Libraries
Assoc. and Chairman of the Los Angeles Regional
Technical Information Users Council (LARTIUC).
She has written and presented numerous papers
in her field and is coeditor of a book entitled "Com-
puters in Information Data Centers" which has
been published by AFIPS Press.

A.A. Correia
Mr. Correia, in performing the functions of Informa-
tion Control, Public Relations Office, Rockwell
International Corporation, Electronics Operations,
provides a system for meeting customer regulations
and company policies for controlling the release
of technical and/or product information in support
of business operations. He is responsible for the
screening of business proposals for responsiveness,
coherence, technical quality, security and other
characteristics that reflect the company image to
the customers. He also reviews technical papers
submitted for public release or presentation at
symposiums/seminars.
Ms. Carol D. Finney, Physical Scientist, is employed
by the Defense Documentation Center (DDC), as
project officer for the On-Line Service Facility being
operated at the Defense Contract Administration
Services Region (DCASR). She is responsible for
coordinating scheduling requirements of the ter-
minal site, developing and performing search
strategies to satisfy user requests for data. During
the past eight years she has been engaged in analy-
sis and retrieval of technical and management
information.
Ms. Finney graduated cum laude from the Univer-
sity of Pittsburgh, where she received a Bachelor of
Science degree. Her major undergraduate studies
were chemistry and mathematics. In addition, she
attended the University of Pittsburgh School of
Medicine for two years. In subsequent years, she
has studied various courses related to computer
languages and advanced mathematics.
Former positions she has held within the Federal
Government were associated with biochemistry/
research at the Medicine Branch of the National
Institute of Health, at the Department of Health,
Education, and Welfare.

Robert E. Green
Mr. Green is Chief, Industrial Security Programs
Division, Executive Directorate, Industrial Security,
DCAS, Cameron Station, Alexandria, Virginia. He,
is responsible for development and promulgation
of DISP policy and regulations implemented
through publication of the ISM, ISR, Industrial
Security Letter and Industrial Security Bulletin. He
exercises technical guidance over the Defense
Industrial Security Education Program, and the
Directorates of Industrial Security at DCAS Region-
al level.
Prior to joining DCAS, Mr. Green spent 23 years in
the Department of the Navy Security Program as
Security Officer, Classification Manager at several
commands, and finally as Director of Security Pro-
grams, Headquarters, Naval Material Command.
He has been active in NCMS since 1966 and is a
frequent speaker at the national seminars. He is
a former Chairman of the NCMS Washington
Chapter.
Ms. Marilyn Griffin
Ms. Griffin is employed as Security Specialist/
Security Classification Manager for the Naval
Coastal Systems Laboratory in Panama City,
Florida, where she has been employed since 1967.
She is responsible for classification management,
industrial security visitor control and security orien-
tation, education and training programs. Addition-
ally she is responsible for the civilian personnel
security investigation and clearance process, and
foreign disclosure recommendations to CNO for
visits by foreign nationals, documentation re-
quested by foreign governments, and requests for
authority for Laboratory personnel to disclose
information to foreign government representatives.
Ms. Griffin is a member of The National Secretaries
Association (International) having held chairman-
ships on the state level and offices through pres-
ident on the chapter level. She is a Certified Pro-
fessional Secretary having attained this rating in

1970 through a two-day comprehensive examina-
tion on environmental relationships, business and
public policy, the economics of management,
financial analysis and the mathematics of business,
communications and decision making, and office
procedures.
Ms. Griffin attended Western Illinois State College
in Macomb, Illinois, and Gulf Coast Community
College in Panama City, Florida; has completed
the Industrial Security Orientation course, the
Basic Industrial Security course, and the Informa-
tion Security Management course.
Elizabeth Heinbuch
Ms. Heinbuch is Assistant Security Manager for the
Office of the Deputy Chief of Staff for Research,
Development and Acquisition, U.S. Army, where
she has been employed since 1956. She shares the
responsibility for all security functions performed
at the Army Staff level including initiating, planning,
developing, and directing the security program for
information security, physical security, document
control and accountability, and personnel security.
Ms. Heinbuch served as Personnel Security Special-
ist for the Office of the Assistant Chief of Staff for
Intelligence from 1951 to 1956. She has been a
member of the Washington Chapter of NCMS for
the past four years and has served that Chapter as
Secretary for three years.
James H. Hoyle
Mr. Hoyle is employed as General Engineer for the
Lance Project Office, U.S. Army Missile Command,
Redstone Arsenal, Alabama, where he serves as
Security Classification Manager, Data Management
Officer and Emergency Action Officer. He is re-
sponsible for preparation of the Lance Security
Classification Guide and DD Forms 254.
Mr. Hoyle is a Registered Professional Engineer in
Alabama and Mississippi and is listed in "Person-
alities of the South"; "Who's Who in the South and
Southwest"; "Dictionary of International Bio-
graphy"; and "Two Thousand Men of Achieve-
ment" publications.

Fred A. Koether
Mr. Koether is the Technical Information Officer for
the Defense Advanced Research Projects Agency
(DARPA) where he has been employed since 1960.
His duties include responsiblity for carrying out the
requirements of five (5) major DOD programs for
DARPA relating to the flow of classified and un-
classified scientific and technical information and
intelligence. These are: (1) The DOD technical
Information Program; (2) the Defense Industrial
Security Program; (3) the DOD Information Secur-
ity Program; (4) the Foreign Disclosure Program;
and (5) the Freedom of Information Program.
Mr. Koether's previous employment included the
Institute for Defense Analyses (1958-1960); the
Ramo Wooldridge Corp. (1955-1958); Department
of the Army, White Sands Missile Range, N.M.
(1951-1955); Department of the Navy, Naval Air
Missile Test Center, Pt. Mugu, CA (1946-1951). He
served with the U.S. Army from 1944 to 1946.
Mr. Koether has been a member of NCMS since
1965, a member of AIAA since 1952, and a mem-
ber of World Future Society since 1968.
Philip Kerby
Mr. Kerby is a member of the editorial board for the
LOS ANGELES TIMES and won the Pulitzer Prize
for his series of editorials on Secrecy In Govern-
ment in 1976.
Mr. Kerby is a longtime resident of the Los Angeles
area and has an extensive background in com-
munications. He was formerly editor of FRONTIER
magazine (1946-1949), editor of THE NATION
(1967-1971), editor of the ROCKY MOUNTAIN
LIFE (1948), news editor for Station KGHF (1947),
rewrite desk for the DENVER POST (1942-1945)
and reporter/editorial writer for the PUEBLO
COLORDAO STAR-JOURNAL-CHIEFTAN
(1931-1942).
Mr. Kerby attended Harvard University on a grant
from the Ford Fund for adult education fellow-
ship during the 1957-1958 academic year and
studies constitutional law and received the Denver
press club award for outstanding radio journalist in
Colorado in 1947.

Anthony V. Krochalis
Mr. Krochalis is the Inspector General and Special
Assistant to the Commander for Freedom of Infor-
mation and Privacy Act matters for the Naval Intel-
ligence Command where he has been employed
since 1967. From 1964 to 1967 he served as
Branch Chief and Technical Advisor, Naval Material
Production Division for the Defense Intelligence
Agency. He also served an as Intelligence Analyst
for the Office of Naval Intelligence from 1951 to
1963 and as Ensign, USNR, Pacific Fleet, from
1945 to 1946.
Mr. Krochalis received his B.A. degree in Geo-
graphy from Clark University in 1958 and his M.A.
degree in Geography from Boston University in
1958. He attended the U.S. Naval War College,
Newport, Rhode Island in 1963 and 1964 and the
Naval Postgraduate School in Monterey, California,
in 1974.
Mr. Krochalis received eight outstanding perfor-
mance awards (1961 - 1975), the Navy Superior
Civilian Service Award (1971) and the Secretary of
the Navy Human Goals Award (1975). Unclassified
publications by Mr. Krochalis include his Masters
Degree thesis entitled "Hopedale, a One Industry
Community" and a U.S. Naval War College paper
entitled "A Strategic Requirement for a U.S. Naval
Capability in the Indian Ocean".

Dr. Laitin is on the Senior Technical Staff of Hughes
Aircraft Company where he serves as Manager of
Systems Analysis for Missile Systems Group. He is
an Adjunct Professor of Engineering at USC, and
has served as an advisor to various Federal
agencies, such as the U.S. General Accounting
Office, the Department of Transportation and the
National Science Foundation. Dr. Laitin also served
as Chairman of two California State Councils and
as the Public Member of several Los Angeles
County committees concerned with the environ-
ment and energy.
Previously, Dr. Laitin was at the Rand Corporation
and was Project Officer for Nuclear Warfare and
Casualty Studies for the U.S. Army.
Dr. Laitin received his Ph.D. from Harvard. His
fields were Economics, Statistics and Preventive
Medicine. He is the author of more than 80 reports,
monographs and articles in the fields of military
operations, public health and business manage-
ment.
Mr. Larsen is Head, Security Review and Classifi-
cation Section for the Chief of Naval Operations,
Washington, D.C. He is responsible for developing
and promulgating policies, plans and programs
and procedures for the protection and control of
classified information within the Department of the
Navy; develops and promulgates security classifi-
cation guidance; and, provides final security review
for all Navy information prepared for open pub-
lication.
Mr. Larsen served as Security Director for the
Bureau of Naval Weapons and was Chief, Office
of Industrial Security, DCAS/DSA while on active
duty in the U.S. Navy. Prior to assuming his present
assignment, he spent over six years in industry in
security program management and engineering
support.

Mr. Larsen is a member of the Board of Directors
for NCMS, member of ASIS, American Federation
of Police and Toastmasters International. He is a
former Naval Aviator, Captain USN; and a U.S.
Naval War College graduate.
Mr. Mathena is employed by Martin Marietta Cor-
poration, Orlando, Florida, as Security Specialist
responsible for the supervision and coordination
of the Classified Document Control Program.
Additional responsibilities include personnel
security, security education and administration,
and investigations.
Mr. Mathena holds an A.S. degree in Private and
Industrial Security from Valencia College, Orlando,
Florida. He is currently attending Rollins College
on a B.S. degree program in Business Adminis-
stration.
He has been a member of the National Classifica-
tion Management Society since 1972 and is a
member of the American Society for Industrial
Security. He is the Public Relations Chairman of
the Greater Orlando Chapter, ASIS, and editor of
the Chapter Newsletter.
Mr. Paseur is Security Specialist, Classification and
Safeguarding Branch, Information Security Divi-
sion, Headquarters USAF, Washington, D.C. He
is the Nuclear Weapons Classification Specialist
for the AF and works very closely with ERDA.
Mr. Paseur joined Headquarters USAF in Septem-
ber of 1972. From 1967 to 1972 he was the Chief,
Information Security Division, Headquarters USAF,
Europe. From 1958 through 1966 he was with the
Army Missile Command, Redstone Arsenal, where -
he served as Chairman of the Classification Com-
mittee from 1961 through 1966.

Colonel Jack G. Pruett, USA
Colonel Jack G. Pruett, USA, is the Executive
Director of Industrial Security, Contract Administra-
tion Services, Defense Supply Agency. In this
position he directs the activities of a nationwide
team of specialists responsible for assuring that
Department of Defense contractors are properly
safeguarding classified information. In addition, this
Directorate administers the Defense Industrial
Facilities Protection Program and an inspection
program of contractors possessing conventional
arms, ammunition and explosives in conjunction
with Defense contract work.
Prior to being appointed to his current assignment
in August 1975, Colonel Pruett was the principal
advisor on safety and security to the Commander
of the Military Traffic Management Command
which operates activities at some 20 installations,
terminals and ports.
He began his military career as an enlisted man
serving with the 82nd Airborne Division during
World War II. Subsequently, he was commissioned
and has held a variety of Military Police, Criminal
Investigation and Provost Marshal assignments in
Europe, Japan, Vietnam, Korea and the United
States. He is a graduate of the Army Command
and General Staff College and has attended the
Officers' Associate Advanced Courses at the
Provost Marshal General's School and the Armor
School, Fort Knox, Kentucky.
Dean C. Richardson
Mr. Richardson is employed as Manager, Military
Security, Texas Instruments Incorporated. Dean
graduated from the University of Maryland with a
BA degree in Political Science. He commenced his
Naval career as an aviation cadet in 1942, retiring
as a Commander in 1967. In 1963 he was re-
assigned Stateside as the Director, Classification
Management, Bureau of Naval Weapons. In 1965
he was assigned Senior Staff Assistant to the Chief,
Office of Industrial Security, Department of
Defense, where he had planning and program
responsibility for the international aspects of De-
partment of Defense Industrial Security Program.

Mr. Richardson joined Texas Instruments in 1967.
He has been National Committee Chairman,
Classification Management Committee of ASIS; a
representative to the Security Subcommittee, NSIA,
since 1969; a member of the National Classifica-
tion Management Society since 1965 and Director
since 1971.
Mr. Richardson's articles on Classification Manage-
ment have been published in various magazines
including the Department of Defense Cost Reduc-
tion Journal, the ASIS Security Management
magazine and the NCMS Journal.
Mr. Van Cook is Director for Information Security,
Office of Assistant Secretary of Defense (Security
Policy). He joined this office as staff assistant in
1964.
Mr. Van Cook retired from the U.S. Army in 1964
after 25 years service. He graduated from U.S.
Army Command and General Staff College and
attended Maryland University where he majored
in military science and tactics, economics and
history.
Mr. Van Cook worked with the Rehnquist Com-
mittee in development of EO 11652 and chaired
the Defense Working Group. In 1967, he devel-
oped a new concept for accelerating downgrading
and declassification which has been incorporated
into the EO 11652. He is currently the Defense
member on a National Security Council Working
Group re-examining the provision of EO 11652
and its implementing directive. He was recently
awarded the Secretary of Defense Meritorious
Achievement Medal for his work in Information
Security.

Gerald L. Warren
Mr. Warren, Editor of the San Diego Union, was
born in Hastings, Nebraska, August 17, 1930, and
educated in public schools in Nebraska. He gradu-
ated from the University of Nebraska in 1952 with
a Bachelor of Arts Degree and a major in journal-
ism and was Editor of the student newspaper, The
Daily Nebraskan. He also worked as police and
court reporter for the Lincoln Star while in college.
Mr. Warren served as a pilot in the U.S. Navy from
July, 1952, until July, 1956, and worked briefly as
a reporter for the Mill Valley Record in Mill Valley,
California, before joining The San Diego Union in
December, 1956, as an editorial trainee. He was
reporter, city editor and Assistant Managing Editor
during the next 12 years. He also was traveling
business representative for Copley News Service in
the 1960's for 11/2 years.
In January, 1969, Mr. Warren was appointed
Deputy Press Secretary to the President, with re-
sponsibility for directing the news operation in the
White House. During most of 1973 and through
August of 1974, he was principal briefing officer.
He continued as Deputy Press Secretary during
the first year of the Ford Administration with
responsibility of maintaining liaison with editors,
publishers and broadcasters throughout the nation.
Mr. Warren received the University of Nebraska
Alumni Association Distinguished Service Award
in 1971.

Robert W. Wells

Mr. Wells was appointed Executive Director, Inter-
agency Classification Review Committee in January
of 1976. Prior to his appointment he served as
Senior Program Analyst for ICRC where he began
his employment in August of 1975.
Mr. Wells served as an officer with the U.S. Army
(Armor and Military Intelligence) from 1954 to
1975 when he retired as Colonel. He was actively
engaged in Classification program while assigned
to the ODSAD (SP) where he conducted extensive
inspection and review of agency implementation
of EO 11652.
Mr. Wells attended Western Kentucky State College
from 1947-1949 and graduated from the U.S.
Military Academy in 1954.

is responsible for file search, review and release of
information to the public in response to Freedom
of Information, Privacy Act and declassification
under E.O. 11652 of documents originated by
CIA.
For the past 25 years, he has held various admin-
istrative, executive and managerial positions within
the Central Intelligence Agency.
