1. As you know, the referent memorandum was mutually
addressed to both of us.
2. I believe I have an understanding from Bob Gambino
as to the matter under discussion between himself and
Bob sent this week a draft proposal to
eorge i eavor to help resolve the issues. It is
anticipated that George, upon his return to duty next
week, will review the proposal and furnish his comments to
Bob.
3. I would suggest we let Bob and George endeavor to
work this out successfully. If they do come to some points
of disagreement, then I do believe there would be merit in
the four of us sitting down and talking the matter out.
4. I will be in further touch with you at an appropriate
time.

SUBJECT: Procedures and Responsibilities for CI
Investigations Involving Agency Personnel
1. The attached exchange between the Director
of Security and the Chief, CI Staff provides an
opportunity to clarify the action I would like
25X1A taken on the subject. The Case raised this
25X1A matter about three months ago. is a former
Staff Employee whose career was clouded and most
likely harmed for several years because of
allegations that he was a penetration by a hostile
intelligence service. His case showed the need for
internal controls in this area to assure that such
matters are resolved in a timely fashion or continued
only with the approval of the Director or the Deputy
Director.
2. I am concerned that our regulations are insuf-
ficiently clear in outlining procedures and responsibil-
ities for CI cases involving Agency personnel. Given
the strong experience and major responsibilities of
both the Office of Security and CI Staff of the DDO,
I am convinced we should be moving in the direction
/of a jointness of approach in this important area.
`~ I do not believe we would fully capitalize on the
CI Staff's abilities if we were to permit it to deal
only with cases involving DDO personnel. With this
guidance to you, I look forward to a comprehensive
end result agreeable to all concerned, including
acceptable arrangements which will maintain the
integrity of files related to such cases.
3. Needless to say, my originally intended
limitation should be included to provide that such
investigations cannot run beyond one year without
the approval of the Director or the Deputy Director.

1. Thank you for sharing your thoughts with me on
the Subject matter. I concur fully with you that the
Counterintelligence Staff has a positive role to play
in any security investigation of Agency employees involving
a hostile intelligence service. As you are aware, however,
my position is that access of the CI Staff to the cases
must be institutionalized and not be dependent on ad hog-
arrangements. As a matter of fact, I thought I had your
agreement on this point. In light of the position taken
in your memorandum to me, however, I believe I must seek
officially an appropriate amendment to the cited 25X1A
2. In view of the interest expressed by the DDCI
in this matter I an sending a copy of your memorandum to
me and this response to his office.

8. This Office is in the process of developing a
Headquarters Regulation which will detail the Office of
Security's counterintelligence mission and responsibilities,
and direct other Agency components to support the Office
of Security's CI mission. I will coordinate this effort
with your office.
