You vets recently advised of our findings of an internal inquiry into the recent disclosures of classified the Intelligence Community, was making similar inquiries within membc' agencies of the Intelligence Community. As a result of these inquiries, Mr. Bush formally requested that the PederalBureau of Investigation conduct an investigation to identify the individuals responsible for the leak of-the assified data to the newspapers. This Office promptly Off cer to determine what, if any, action the Bureau has taken to ~ateconcerning this subject. We have been told that the Bureau has referred the matter to the Department of Justice to deternfne if the Department desires to accept the case for Possible prosecution. It is normal procedure for the FBI to refer requests for leak investigations to the Justice Department prior to the FBI taking any investigative action. This is also their procedure when the FBI receives requests to investigate lost, stolen, or compromised classified documents. According to Bureau representatives, the FBI is precluded from taking investigative action in these cases until they receive authority to do so by the Justice Department. 25X1A Robert W.
