In reviewing the Mrs. I am persu there is room for an exception to be granted under JIRT Inasmuch as her health has reached a terminal state and certainly other mitigating circumstances, I feel we have reached an emergency of an unusual nature. 2. Going beyond Mrs. ase, however, I feel the time is now propitious for us to address directly the question of contract employees receiving benefits for travel and household effects upon retirement. In moving toward the single ceiling concept, coupled with the fact that many offices within the Agency treat contract employees the same as staff employees when it comes to career advancement, promotions, reassignment, and integrated competitive ranking, I feel we have lost the distinction of pertinent difference between the two categories. I urge that such a policy paper be coordinated with the General Counsel and our current regulations revised accordingly. John N.
