have such authority. As I recall, the OTS case which I
approved was not really similar to the attached,
2. While I an aware that her retirement is based on
Civil Service System medical disability, I am mindful of
the fact that except for her assignment to the Agency,
Civil Service would not authorize retirement travel and
shipment of effects.

sufficient justification is provided to substantiate her
