MEMORANDUM FOR: Director of Central Intelligence

1. I believe the existence of the "Center for the
Study of Intelligence" was called to your attention by
Al Rodriguez during your visit
on 7 February. The purpose of this memorandum is
to give you more specific information on this institution
and, additionally, to urge you to read the attached report
entitled "CIA Intelligence Support for Foreign and National
Security Policy Making" produced by the Center last month.
2. Attachment A will acquaint you with the purposes
in establishing the Center. Because of its uniqueness and
our lack of a precedent in conducting such a program, we
wished to guide and monitor its activities very closely in
the early stages. Accordingly, we established a Board of
Advisors, all senior and broad-gauged, under the Chairman-
ship of my Deputy, John McMahon. The membership of the
Board is seen at Attachment B. To date, the concept of the
Center has lived up to our expectations and several inter-
esting projects are underway.
3. I would urge you to read the study (Attachment C)
and am submitting with it for your review, a brief critique
on the matter by Bill Colby which is at Attachment D.
Relatively wide dissemination has been made of this study
within the Agency and it has provoked thoughtful and con-
structive comment. Ed Proctor has a course of action in
mind to follow through and discuss with his people certain
of the findings and recommendations. There will be other
changes developed to pursue the points surfaced within the
study.
