1. Application forms for the EAF are now available. These forms
may be requested from headquarters through normal channels for
employees who are interested in applying to the EAF for scholarship
assistance on behalf of their dependent children for the academic
year 1967-68. (Copies of forms forwarded in response to such a
request will be accompanied by instructions governing their com-
pletion and transmission to headquarters.) The Board of Trustees
plans to make the scholarship awards in the late spring, and appli-
cations must be completed and returned by 1 April 1967.
2. In addition to the general scholarship assistance referred to
above, there are available a limited number of full tuition scholarships
to the Massachusetts Institute of Technology. The donor who estab-
lished these scholarships specified that preference be given to
dependents of personnel of the D career service; however, employees
of other career services are eligible to apply and should be encouraged
to do so. In order to qualify for such scholarship assistance from the
EAF, it is required that the student meet all the academic standards
and entrance requirements prescribed by MIT and that he apply
directly to MIT, not later than 16 January 1967, for enrollment and
for scholarship assistance, such applications to be made without any
reference to the Organization or the EAF. Concurrently with the
student's making his application to MIT, the employee should forward
to headquarters a completed "Application for Scholarship Assistance"
form, a copy of which is attached. The supplemental documents
which are called for at the top of the application form should not be
forwarded; none of these documents is necessary when applying to
the EAF for an MIT scholarship. The application should be forwarded

to headquarters as a separate cover attachment to a dispatch addressed
to the Chief of the Area Division. The dispatch should state merely:
"Application per paragraph 2, Book Dispatch 5846. " (If a staff or
career agent should wish to make application, he should not use the
application form, but should rather prepare an application on plain
paper, providing the information called for in a secure manner;
using his pseudonym and giving only the first name of the dependent
concerned; forwarding by separate cover, or if necessary omitting,
any item which would serve to identify him.) Applications for an
MIT scholarship must be received by the EAF prior to 1 February 1967.
3. The EAF is known to be connected with the Organization.
Consequently, under no circumstances should an employee or his
dependent refer to it outside the Organization. Neither should any
papers forwarded from the field in connection with an application
refer to it.
