1. Headquarters is in receipt of a copy of a detailed study on
materials and methods to reduce the hazard of flying glass resulting
from explosions. The purpose of this dispatch is to familiarize

identifying commercially available products which advertised a degree
of protection from the cited hazard, and phase two being concerned
with field testing of selected samples or systems.
3. The following pre-selection criteria were used in conjunction
with phase one.
a. The material or method must not eliminate the functional
purpose of the window.
b. The material or method must be permanently in position
and not rely upon manual activation.
c. The material or method must be capable of practical
installation.
d. The resultant configuration should not unduly detract
from the appearance of the building.
4. Phase two, the field testing program, rated materials and/or
methods on:
a. Effectiveness in reducing or containing fragmentation.
b. Approximate cost of materials and installation.
c. General appearance and functionality of material or method,

11. To assist headquarters in this undertaking, it is suggested
as a first step that those stations and bases which are located in areas
where civil disturbance and terrorist attacks are commonplace assess
the space which is occupied by the station or base in terms of the
subject threat. Vast expanses of windows at ground or first floor
level or space closely adjacent to structures are some of 25X1
the items to note. Location in heavily congested commercial districts,
existence of known terrorist organization, political instability and
similar factors bear strongly in the assessment. This assessment should
be submitted to headquarters through normal channels. In those instances
where the threat is deemed both serious and imminent, headquarters will
attempt immediate corrective action and provide guidance accordingly.
In addition, headquarters will endeavor to provide support and guidance
where such a threat exists but is assessed as marginal.
12. The safety and protection of organization personnel, in both
office space and private residences, is of deep concern to headquarters.
We urge you to inform headquarters, through your Division Chief, in
the event a potential danger from flying glass exists at your station
or base, so that whatever corrective action is called for and possible
can be taken.
