1A 1. A revision of on the Organization's safety-pre mates
recently been sent to you. In addition to other changes, it makes the
reporting of accidents mandatory, such reporting having heretofore been
optional. One reason for the reporting is the fact that headquarters is
obliged to make certain annual reports in connection with the President's
campaign to reduce injuries throughout the Government by 30 per cent by
1970. Another important reason for the reporting is the fact that improve-
ments in safety cannot be made unless the causes of accidents are known.
2. Since more than six months of the year will have gone by before
you receive the revised regulation, but headquarters is required to report
for the entire year, you are requested, so far as you can on the basis of
available information, to prepare reports in accordance with the provisions
of on any accidents which have occurred since 1 January, if you
have not already reported them, and forward the reports to headquarters
through normal channels. If, between 1 January and the time you receive
the revised regulation, there have been no accidents which you have not
already reported to headquarters, a simple negative report, referring to
this book dispatch, is requested. The attached form dispatch may be used
for this purpose.
