We feel that this assess- ment is also due to the fact that you, Mr. Promisel, have been able to inform the Commission objectively and knowledgeably about the work done hitherto. We also feel that in order to further develop in depth our joint work we must now proceed to implement in a practical way our projected forms of cooperation. I should like to let you know that the Soviet side is carrying out the agreed programs. All the projects have received the required funding and will be exe- cuted within the established terms. We regard as a start of the practical implementation of our cooperation the drafting-and signing in Kiev, in September, 1974, of the concrete working plan for the topic "Plasma-arc welding of metals"; the transmission of a part of the specimens to [of?] Prof. Bansha; the coordination with Prof. Heckel of tApproved ~or Release 00049 b In 6 k 'F 9D 6O 360 On v'- nge Approved For Releas 000/09/06: CIA-RDP79-007 70025-1 T yr Aq - 2 - %I I",- s J /f`+ A M to i {l1 a~i [ . terms for the cutting tool samples; the discussion with representatives of "Airko Temeskal" [?] Co. of the terms for the sale to [by?] it of a?license for an electron ray gun; and the exchange of reprints on the investigation of the solubility of nitrogen in iron between the Metallurgy Institute and Prof. R. Pekle. We would appreciate it if you could let us know the kind of work for the practical execution of our cooperation the American side is planning to perform prior to the regularly scheduled meeting of our working group on electrometallurgy. We have agreed that the Third Session of the Joint Soviet-American Working Group will be held in Moscow, in April-May 1975. Could you let us know which electrometallurgy projects (of the list given you earlier) you would like to visit during your stay in the U.S.S.R. Allow me to wish you, Mr. Promisel, good health and success in the New Year, and to express the hope that our cooperation may expand and deepen. Respectfully, [s] S.. Antonov Leader of the Soviet part of the Joint Soviet-American Working Group on Electrometallurgy. December 8, 1974. Approved For Release 2000/09/06 : CIA-RDP79-00798A000300070025-1
