The first post doctoral exchange for project No.2, Tasks 1.2, 1.3, and 4.2 has been approved. Mr. ti William Armiger has received funding to cover his travel and per diem support for a visit to the USSR from June 1.5 to July 15. The purpose of this visit would be to exchange with you philosophy, software, and ii-to eils that we have developed for the computer-coupled system. Also, some t nae would be spent on finalizing details of the August 10-20 seminar. The seminar is now funded and plans are moving forward.) I hope you will agree to this visit and will be prepared. to receive Mr. Armiger in your laboratory. May I encourage you to urge Minister Shenderey to move forward on this. I am enclosing a copy of my letter to him for your information. I feel that the program is now ready to move forward with great vigor. We will have completed a significant fraction of the objectives of the joint research and. believe we will be at a point where a meaning- ful scientific exchange can occur. Your cooperation in these matters will be appreciated. Incidentally, we are looking forward to the seminar in August. I believe there will be much information to exchange. Dear Minister Shenderey: This is to confirm my telegram of April 29, 1975: I propose to send one of my post doctoral associates, Mr. William Armiger, working on Project 2, Task 1.2, 1.3 and 4.2 of the US/USSR Joint Working Group Agreement for cooperation in the "Production of Substance by Microbiological Means" to visit the USSR from June 15 to July 15. The purpose of this visit would be to exchange information and experiences with USSR scientists working on computer-coupled fermen- tation systems. We believe that our PDP 11E10 programs are compatible with your PDP 11/20 programs and hence a mutual exchange can occur. We hope to exchange software programs and fermentation models. Specifically, I would propose that Mr. Armiger spend one week with Dr. Kalunyants at the All Union Institute for Protein Synthesis in Moscow, one week with Dr. Utkin at the Institute of Biochemistry and Physiology of Microorganisms in Pushchino-on-Oka and two weeks with Dr. Kenikeyev at the Depart- ment of Chemical Cybernetics, Kazan Institute of Chemical Technology in Kazan. I hope you will agree to this exchange and will confirm by telegram as soon as possible your agreement. I am prepared to receive in my laboratory a similar post doctoral fellow and would arrange visits for him to other cooperating institutes such as Massachusetts Institute of Technology and Kansas State University. Drs. Cooney and Erickson at these Institutes have indicated their willing- ness to cooperate. I believe this exchange at the working level in our respective laboratories is very important to our US/USSR cooperation.
