Subject: Exchange Program on Electrical
Industry Standards
Dear Dr. Boitsov:
As part of the program on exchange of standards decided upon at our
meeting with 'your associates in Moscow in June, it was decided that
an effort be made to arrange for discussion of exchanges in this
area between members of the USSR and USA delegations to the IEC
meeting in Bucharest in September 1974. I am enclosing a report
covering the results of such discussions in Bucharest prepared by
Dr. Leon Podolsky, Chairman of the U.S. delegation and President
of the United States National Committee of the International
Electrotechnical Commission.
When the documents referred to in the second last paragraph of the
report of the U.S. delegation have been received, we shall arrange
through appropriate channels to send them to you for relaying to
Mr. I. I. Sulzhenko.

.Pursuant to the letter dated August 7, 1974, from Dr. F. L. LaQue,
Deputy Assistant Secretary of Commerce for Product Standards, to
Dr. Leon Podolsky, President of the U.S. National Committee of the
IEC, a meeting was arranged on September 12, 1974, in Bucharest,
Roumania, during the period of the annual general meeting of the
IEC, to discuss exchange of information on standards.

The USSR delegation from Moscow presented at once the list of USSR
standards, given in Appendix I hereto, which all pertain to electrical
power distribution and generation equipment and devices and to electric
we?dirQ equipment, They were not prepared, or interested, in any other
subjects.
It appeared from discussion that in March and April, 1974, a USSR
delegation had been in the U.S. to discuss the'subject of trade between
the U.S. and USSR on these electrical equipment items. The attendees
at this meeting were not able to identify the persons in the U.S. to
whom their mission talked, but promised to send a copy of their delegates'
report to us for further identification.
The USSR delegates were of the impression that the U.S. Government could
direct U.S. companies making the items covered by standards on their
list to give them internal specifications, access to their manufacturing
plants, and to their test laboratories. We pointed out that our govern-
ment could not force private companies to divulge proprietary information,

Practically all the items of standards on the ist o Appen ix are-
covered by published standards, readily available, of such organizations
as I1LEE, ANSI, NEMA, and EEI.
The U.S. delegation made clear that it was acting in an advisory capacity,
only,, to the Office of Product Standards of the Commerce Department. We
agreed to recommend to the Commerce Department that the following infor-
mation be supplied to them:
1. A list of U.S, standards (of the organizations listed
above) corresponding to the items in Appendix I, insofar
as possible.
2. Catalogues of NEMA, IEEE, EIA, AHAM, and ANSI standards.
3. A copy of the U.S. National Electric Code.

4. A copy of the National Electric Safety Code.
5. A list of major U.S. companies making, and interested
in supplying, the items covered by the standards in
Appendix I.
All of the above information should be sent to Mr. I. I. Sulzhenko,
at the Foreign Relations Department, State Committee for Standards,
Council of Ministers of the USSR, 9 Leninsky Pr., M 49, Moscow.
