This refers to your memorandum of October 25., 1973
to Mr. Sol Polansky of the Department's Office of Soviet
and Eastern European Exchanges, commenting on the co-
operative area of metrology and standardization under
the U.S.-U.S.S.R. Agreement on Scientific and Technical
Cooperation. Dr. Richard W. Roberts, Chairman of the
U.S. Working Group on Metrology and Standardization,
was asked to review and report on the various points set
forth in your memorandum. For your information, a copy
of his review is enclosed.

U.S.-U.S.S.R. Cooperation in the Field of Metrology
and Standardization
At the meeting of the U.S. side of the U.S.-U.S.S.R. Joint
Coiimi.ssion on October 31 reference was made to the letter from
Acting Chairman of the Interagency Intelligence
Advisory Group on Exchanges, to Mr. Raymond Pardon's attention
in the Office of Soviet and Eastern European Exchanges of the
Department of State. A response was specifically requested by
myself as Chairman of the relevant Working Group.
My colleagues and I have duly noted the guidelines given and
comments made.- We specifically note the emphasis on quid pro quo
return in the U.S. interests. This has been one of our own
principles underlying NBS involvement. We also appreciate the
encouragement given to NBS to proceed with true exchanges of
standard reference materials, and to make appropriate assessments
of Soviet materials in that category. Unfortunately, the Soviet
side, which initially was favorable toward this exchange failed
to avail itself of an excellent opportunity to participate in a
relevant conference held last week at NBS with international
participation.
Most of the remarks made refer to Section II
"Joint Efforts in the Field of Standardization" and Section IV
"Joint Efforts on Problems Associated with the Use of Electronic
Computers in the Field of Standardization and Metrology" of
Appendix 2 of the NBS Report, submitted to the above meeting.
In none of these Section areas has the dialogue with the U.S.S.R.
reached the point of identifying the organizations on either side
that wish to interact in these fields. It is therefore premature
to list tasks and priorities. However, we can assure all authorities
concerned hat we will keep the comments made in the memo by Mr. Pinkus
very much in mind and in due time will relay them to the appropriate
responsible individuals in charge of planning such collaborations
through this U.S.-U.S.S.R. Working Group.
