Meetings of the delegations of the Working Group on the problem
of "Prevention of Sea and. River Pollution During Well
Drilling,Exploltation of Oil Fields and Pipeline ,Oil
Transportation" (\ M~t
( Moscow, Baku, Ufa, September 29-October 7,1973)
a subcommittee of the US-USSR Joint Committee on Cooperation
in the Field of Environmental Protection.
According to plans for the realization of Soviet-
American cooperation in the field of environmental protection
and the mutual agreement of the working group of the USSR and U
on the problem: "Prevention of sea and river pollution during
well drilling g exploitation of oil _,!ields , and pipeline oil
transportation", on 29 September - October 7, 1973, a delegatio
of American specialists in the field of environmental protec-
tion from pollution during well drilling, exploitation of
oil fields, and pipeline oil transportation visited the USSR.
In their work the delegations took into consideration
the agreement prepared at the meeting of the delegations
signed on May 22, 1973 in New Orleans (USA).

The American delegation was headed by Mr.A?Radlinski,
Associate Director, US Geological Survey, and Chairman of the
American working goroup.
The Soviet delegation was headed by Dr.A.l3.Ovsat Karayev,
member of the collegium of the.Ministry of the Oil Industry,
and Chairman of the Soviet part of the working group.
A list of the members of the delegations is attached(See
Appendix).

.At Moscow, the USA delegation was met by P.I.Zelianov,
Deputy Chief of the Technical-Economic Administration of the
Ministry of the Oil Industry of the USSR, N. K. Krems, Deputy
Chief of the Foreign Relations Administration of the Ministry
of the Oil Industry of the USSR, B.A.Kuvshinnikov, Counselor
to the Staff of the Soviet part of the Joint Committee, Oil Industz
of the USER,
E.A.Makhmudbekov, Section Chief in the Technical-Economic
Administration, all members of the Soviet part of the working
group, with whom the program for the visit of the U.S.
delegation was clarified.
At the same time the delegation from the U.S. working
group was given the text of a report by the- Chairman of the
Shviet part of the working group, Dr. A.-O.K.Karayev, on
prospects for development of the petroleum industry in the
USSR and on protection of the environment-- during exploitation
of oil fields. Exchange of preliminary opinions was also begun.
On September 30, 1973, the delegation from the U.S. working
group with repre sentatives of the Soviet part, was taken to
.Baku-, where at "Gipromorneft" Institute,, reports of Soviet ._
specialists on the work being carried out in the prevention
of.marine pollution during drilling and exploitation of
offshore-oil fields , as well as on the organization nn.d :methods
of carrying out exploration' drilling and exploitation in the
Caspian Sea were presented, including:

.- " Key Trends of Scientific Research Aimed at Protecting
the Caspian Sea against Pollution while Developing Off-Shore
Oil and Gas Fields
by Dr.I.A. Iskendermv.
"Marine Pollution Control Problems in Drilling" by
Dr. N. A. Aliyev.
- "Treatment of Waste Water used for Flooding in the
Off-Shore Fields of the Caspian Sea" by Dr. S.E.Manukyan.
The reports in Russian were given to the American delega-
tion,
During their stay in Baku, the U.S. and Soviet specialists
made a technical excursion to the off-shore field at
Neftyanyye Kamni.
After being briefed on the above mentioned operations,
which are being carried out in the Caspian Sea by-the Ministry
of the Oil Industfy of the USSR, discussion of questions related
to the development of a mutual program on prevention of pol-
lution of seas and rivers during well drilling, exploitation of
oil fields and pipeline oil transportation was continued at
"Gipromorneft"' Institute.

,Continuing their visit, the American delegation visited
the Tuymazy oil field at OktyaTkskiy, Bashkirian ASSR, on
October '5 and 6, 1973, where they were given briefings on the
principal types of work there in the protection on the
environment,- during expoloitation of oil fields located on
land, which included the collecting, tLeating, and use of oil
field waste waters in water.--flooding systems of petroleum pay

The delegation was also presented with reports by
specialists of "Bashneft" Ob"yedineniye, and the Scientific
research institutes as follows:
"Principal problems in treatment and injection of waste
water into petroleum pay zones, by Professor G.A.Babalyan.
-"Results of using waste water in a water-f lading system,
by A. G.Akhmetshin, Mining Engineer.
-Qualitative requirements for water used in flooding,
petroleum pay zones; by Dr.U.M.Baykov.
`Methods of decreasing the volume of fresh water requi-
red for the technological processes of oil production," by Dr.
U.M. Baykov.
-'Methods and means of treating waste water;1 by Professor
G.A. Babalyan.
Texts of the reports , in English and Russian , were given
to the American delegation.
In Ufa , the U.S. delegation visited BashNlPlneft Institute,
where they received information from the Director of the
Institute, Professor 'G. A. Babalyan, concerning the work of
the institute and from the chief of the water-flooding technology
section , Dr. U.M.Baykov, concerning the work of the laboratory
for treatment of waste water used in water-flooding.

On October 7, 1973 after visiting Baku, Ufa, and Oktyabr-
skiy, the U.S. delegation returned to Moscow, where talks were
continued with the head of the Soviet part of the working group,
Dr. A. K. Karayev, relative to future discussions of the main
types or joint work.

As a result of their visits , briefings, and discussions
on the state of affairs at oil fields of "Kaspmorneft" and
"Bashneft" Ob"edineniye, joint discussion of the above
mentioned reports , and talks with Dr. A.K. Karayev, both
parts of the working group considered it useful .to accomplish
mutual cooperation relative to this problem along the followin
lines:
VI-I "Organizational, technical, and technological measures
and special technical facilities used for preventing marine
pollution", including:
A. Control of solid particles (such as sand) in oil and
gas drilling and exploitation of oil and gas wells.
B. Containment, removal, and clean-up of oil spills.
Co Methods and programs for training working personnel
in proper methods of work.
D. Protection of oil-field equipment and pipelines from
corrosion.
E. Well control and prevention of pollution from blow-
outs.
VI-II "Techniques and technology of collecting , treating,
and pipeline transportation of oil at offshore"-.oil fields to
prevent marine pollution", including:
Waste water treatment..nd disposal.
B. Monitoring systems for pipeline flow.
In 'accordance with the above mentioned topics both sides
considered in.necessary to prepare working programs for
discussion and approval. ThQseprogramsareto be accomplished
by both sides, beginning in 1974. These pprs can rovide

for various forms of cooperation in such fields as joint
projects, exchange of information, organization of scientific
symposia and seminars and the exchange of specialist trainees.
In the course of approving the working programs , both
sides will exchange technical information on the above
mentioned topics.
The size and cop position of visiting delegations
will be limited to individuals who can effectively participate
in the work to be specified in an agenda approved by the co-
chairman prior to making final arrangements for trips.
The host country will initiate the agenda. Succaeeding visits,
alternately to the USSR and the USA, will be paired and the
size of the delegations of working groups will be on a
one--for-one basis.
Leaders of the working groups will coordinate the working
programs beforehand by correspondence.
The final discussion and approval of the working
programs will take place in the second quarter of 1974 during the
visit of a delegation of the Soviet part of the working group to
the USA.
During the talks, preliminary agreement was reached, that
the Soviet part of the working group will visit the USA in,
the 'second quarter of 1974(8 specialists for a 15 day visit) and
the US part of the working group will come to the Soviet Union
in the third quarter of 1974.

Talks Of the delegations of both parts, of the working group
were carried out in a spirit of- muti-al understanding and busi-
nnrss--like . cooperation.
During their visit to Baku and Ufa, the American delega-
tion was received by the Chief of "Kaspmorneft It Ob1/yedineniye,
Prof. A. B. Suleymanov and the Chief of "Bashneft" Ob"yed:ineniy e ,
Engineer Ye. V.Stolyanov.
The Chairman of the U.S. delegation expresses his complete
satisfaction with the warm and friendly reception accorded
his delegation during their visit to the USSR.
Approved subject to final approval of the "USSR-US Joint
Committee on Cooperation in the Field of Envoromental
Protection" done in Moscow, October 7, 1973, in two copies, in
English and Russian , both of which are considered identical.
