Sc3+7ject.; USA-USSR Agreement on Environmental Protect=ion (23 May 1972)
The first joint US-USSR meeting of tsunami experts to discuss the feasibility
of integrating the Tsunami Warning Systems under the USA-USSR Agreement on
Environmental Protection was held at the headquarters of the US National
Weather Service, Silver Spring, Maryland, from 2 - 7 December 1974.
The Joint Tsunami Research Effort is now attempting the implementation
of that program. Lt. Bernard will be on NOAA travel orders and at Novosibirsk,
USSR, during the period July 7 -- August 15 for the computation and numerical
hydrodynamics of tsunami runup and island-wave interactions at the Computer
Center there.
Lt. Bernard's work will result in the further cooperation of Drs. Poplovsky,
US :, Lutd Miller, USA, sometime during August 1975. They will implement the
analytic field experiment of approximately six-weeks' duration; the site will
be the Sakalin Complex -- Scientific Research Institute,
Attached are copies of the correspondence applicable to this research attempt.
Please call me on FTS: (808) 955-0225) is you need any further information.

Subject' Planned trip to USSR
A5 a result of the US-USSR agreement on Environmental Protection (23 May 1972),
the first meeting of experts of the US-USSR on i.egration of tsunami. warning
systems was held in Silver Spring, Maryland, on December 2-7, 1974. The results
of this meeting led to the implementation of a scientific exchange program
during the calendar year 1975. One such exchangc is to he my visit to the
Computing Center in Novosibirsk, USSR, to perform computational hydrodynamics
of tsunamis interacting with the Kuril Islands. This will be the analytic
part of a six-week:-field experiment to be conducted by Drs. Poplovsky, USSR,
and Miller, USA, during August 1975. Communications have been established with
Dr. Alekseev in Novosibirsk and a program has been run on the BESM-6 computer
there.
In order to make available my foreign travel plans, I have constructed the
following itinerary which includes 1) my six-week scientific exchange program
visit in Novosibirsk and, 2) my attendance at the International Union of
Geodesy and Geophysics Conference (Tsunami Symposium) in Grenoble, France.
June 22 Depart College, Station, 1"exas (USA)
June 22 - June 29 Annual Leave (Europe) June 29 - July 3 Leningrad, Russia (Annual Leave) In E'
~ f~e'ics !'
July 3 - July 7 Moscow, Russia
(Annual Leave) tv
July 7 - August 15 Novosibirsk, USSR (Scientific Exchange Program)
August 15 - August 24 Annual Leave (Europe)
August 24 -- August 26 Grenoble, France (IUGG rsu3nami Symposium C t.9 J
August 26 - August 31 Annual Leave (Europe)
August 31 Return College, Station, Tbxas (USA)
The above itinerary is subject to the availability of flights and accommodations
and should not therefore heconsidered as a fixed, unchzing cabIc schedule. I felt
that this information would serve as ~a useful guidi-cline and a record of my plans
for foreign travel. Additionally, it should aid in the procurement of Russian
visas for my wife and me.
