3 BACKGROUND:
KEP AIRFIELD WAS ORUIINfILLY BUILT BY THE JAPANESE DURING t^IORLD
WAR II AND UNTIL 1965 HAD BEEN USED PRIMARILY BI' LIGHT TRANSPORT
AIRCRAFT AND SOME ]iELICOPTERS. BEFORE IMPROVEMENT THE AIRFIELD CONSISTED
OF A 4,100 X 90 FT, NE~SW RUNWAY WITH FOURTEEN AIRCRAFT REVETIfiENTS,
SIX WAREHOUSES, SEVEN SUPPORT BUILDINGS, AND A WEATHER STATION,
ON PHOTOGRAPHY OF LATE INITIAL IMPROVEMENT ACTIVITY
WAS NOTED AT THE AIRFIELD. CONTINUING PHOTOGRAPHIC COVERAGE DURING THE
REMAINDER OF 1965 AND 1966 REVEALED THF. HARD-SiTRFACING OF TBE RUNLdAY,
AND THE EARLY STAGES OI ~ rli;;_LJ' OP' A PARALLEL TAXIWAY ATdD A TAXI-
WAY EXTEiVDIN ~ F'kOM THE S~ atTNiJEST END OF THE RUNWAY. EXISTING AIRCRAFT
REVETMENTS WERE IMPROVED AiJD NE41 AIRCRAFT REVETMENTS WERE CONSTRUCTED.

BEING EXTENDED BY APPROXIMATELY 2,700 FT, WHICH, IF SURFACED, COULD
ESTABLISH A RUNWAY LENGTH IN EXCESS OF 5,000 FT. LOW HILLS AT THE
APPROACHES TO BOTH ENDS OF THE RUNWAY ARE BEING LEVELED, AND A CANAL
AT THE SOUTHWEST END OF THE RUNWAY IS BEING RECHANNELED TO ACCOMMODATE 25X1

THE EXTENSION. THE TAXIWAY WHICH PARALLELS THE RUNWAY ON THE SOUTH
SIDE IS PRESENTLY BEING SURFACED.
AIRCRAFT DISPERSAL AREAS ARE OBSERVED NORTHWEST AND SOUTHEAST OF
THE RUNWAY. THE NORTHWEST DISPERSAL AREA IS OPERATIONAL AND CONTAINS
TWELVE AIRCRAFT REVETMENTS WHICH ARE PRESENTLY OCCUPIED BY JET AIRCRAFT,
FOUR AIRCRAFT REVETMENTS ARE ALSO LOCATED ON THE NORTHEAST PARKING
APRON, THREE OF WHICH ARE OCCUPIED BY JET AIRCRAFT. THE SOUTHEAST
DISPERSAL AREA IS BEING ESTABLISHED AROUND A 4,500 FT TAXIWAY (ERRONEOUSLY
REPORTID ON NPIC L-2350 AS 2,100 FT) EXTENDING SOUTH AND PERPENDICULAR
TO THE SOUTHWEST END OF THE RUNWAY. THIS DISPERSAL AREA CONTAINS
TEN AIRCRAFT REVETMENTS AND A PROBABLE PARKING APRON, ALL IN VARIOUS
STAGES OF CONSTRUCTION. IN ADDITION, TEN SMALLER REVETMENTS UNDER
CONSTRUCTION AND SIX OLD AIRCRAFT REVETMENTS ARE LOCATED SOUTH OF
THE AIRFIELD.
THREE DISPERSED STORAGE AREAS ARE LOCATED IN THE IMMEDIATE VICINITY
OF THE AIRFIELD. ONE AREA, LOCATED ADJACENT TO THE NORTHWEST AIRCRAFT
DISPERSAL AREA, CONSISTS OF TWENTY-TWO REVETMENTS, FIFTEEN OF WHICH
CONTAIN BUILDINGS~SHEDS. THE SECOND AREA, ADJACENT TO THE SOUTHEAST
AIRCRAFT DISPERSAL AREA, CONSISTS OF TEN REVETMENTS, NINE OF WHICH
CONTAIN SMALL BUILDINGS~SHEDS. A THIRD STORAGE AREA, LOCATED
APPROXIMATELY ONE NM SOUTHEAST OF THE AIRFIELD AND EAST OF ROUTE lA,
CONTAINS AT LEAST THIRTY-EIGHT SMALL REVETTED BUILDINGS DISPERSED 25X1
AMONG LOW HILLS.

OTHER FACILITIES AT THE AIRFIELD INCLUDE AN OPERATIONS BUILDING
WITH A CONTROL TOWER, FOUR BARRACKS-TYPE BUILDINGS, ONE MESSHALL,
A WEATHER STATION, TWO VEHICLE SHEDS, AND SEVERAL SMALL SUPPORT BUILDINGS.
CONSTRUCTION EQUIPMENT OBSERVED AT THE RUNWAY EXTENSION INCLUDES
ONE GRADER, FIVE TOWED SCRAPERS (THREE WITHOUT TRACTORS), SIX TRACTORS
WITH SCRAPER BLADES, 5IX TRACTORS WITH TOWED PACKERS, TWO ADDITIONAL
PACKERS, ONE POL TRUCK, AND AT LEAST THREE CARGO TRUCKS. A CONCRETE
BATCHING PLANT IS LOCATED SOUTH OF THE PARALLEL TAXIWAY.
AIRCRAFT OBSERVED AT THE FIELD INCLUDE TWENTY-ONE FAC-0T/FRESCO, AND
THREE FAGOT~FRESCO WITH TAIL ASSEMBLY REMOVED. ONE PROBABLE FAGOT
