1. SIGNIFICANCE:
THIS BRIEFING BOARD PORTRAYS THE NORTH VIETNAMESE USE OF THE RELATIVE
SAFETY OF POPULATED AREAS AS SANCTUARIES FOR LOGISTICS VEHICLES DURING THE
1968 TET TRUCE PERIOD.
2. BACKGROUND:
THE THREAT OF BOMBING STRIKES AGAINST VEHICLE CONVOYS IN THE SOUTHERN
PANHANDLE REGION OF NORTH VIETNAM DURING DAYLIGHT HOURS HAS CAUSED THE NORTH
VIETNAMESE TO SEVERELY LIMIT THE DAYLIGHT MOVEMENT OF LOGISTICS TRAFFIC.
THIS HAS VERY PROBABLY LED TO INCREASED NIGHT TRAFFIC ACTIVITY. CONSEQUENT-
LY, IT IS NOT NORMAL TO OBSERVE LONG CONVOYS AND INCREASED DAYLIGHT ACTIVITY
EXCEPT IN PERIODS OF A BOMBING PAUSE.
3. MISSION READOUT:
PHOTOGRAPHY I
EIGHTEEN CARGO TRUCKS IN THE VILLAGE OF KHAI MONG FOUR NM SOUTHEAST OF VINH
( 18-39N - 105-44E).
IEVEALS AT LEAST 25X1
SOUTH OF ROUTE 1A AND THIRTY-FIVE NM SOUTH OF VINH (18-13N - 106-03E).

REMARKS:
THE U.S. AMENDMENT OF THE RECENT TET TRUCE DENIED TO THE NORTH
VIETNAMESE THE SAFE USE OF THE SOUTHERN SUPPLY ROUTES FOR DAYLIGHT
LOGISTIC MOVEMENTS. THEREFORE, NO INCREASED VEHICULAR ACTIVITY WAS
NOTED SOUTH OF VINH.
THESE SUPPLY ROUTES SOUTH OF VINH WERE SUBJECTED TO U.S. AIR
STRIKES DURING THE TET TRUCE. SINCE THE VILLAGES IN THAT AREA ARE
RELATIVELY SAFE FROM U.S. STRIKES IT IS NOT UNUSUAL TO FIND TRUCKS
PARKED IN THE SANCTUARY OF THESE VILLAGES DURING DAYLIGHT HOURS.
