SIGNIFICANCE: THIS BRIEFING BOARD DEPICTS RAIL ACTIVITY AT NINH BINH, NORTH VIETNAM, DURING THE 1968 TET TRUCE PER=_OD. 2. LOCATION: NINH BINH IS LOCATE!) APPROXIMATELY 45NM SOUTH OF HA NOI ON THE HA NOI/ VINH RAILLINE. 3. BACKGROUND: NINH BINH HAS BEEN THE SITE OF IMPORTANT LOGISTICS RAIL ACTIVITY DURING RECENT MONTHS. ALTHOUGH THE RAILROAD BRIDGE OVER THE SONG DAY II HAS BEEN DESTROYED, A PONTOON RAIL BRIDGE WAS OBSERVED IN DAYTIME USE DURING THE 1967-68 NEW YEAR TRUCE MAKING THE LINE SERVICEABLE AT THIS POINT. ALTHOUGH THERE WAS A CESSATION OF BOMBING DURING THE 1968 TET TRUCE IN THE NINH BINH AREA, THE PONTOON RAIL BRIDGE WAS NOT IN USE DURING THIS PERIOD AND ONE PONTOON SECTION WAS OBSERVED MOORED NEAR THE FORMER NINH BINH BOAT YARD, 500 YARDS SOUTHEAST OF THE CROSSING. PRIOR TO THE 1968 TET TRUCE BOTH EMPTY AND FILLED GONDOLA AND FLAT CARS WERE OBSERVED ON BOTH SIDES OF THE SONG DAY. AT LEAST 38 PIECES OF ROLLING STOCK WERE SIGHTED IN THE NINH BINH AREA ON PHOTOGRAPHY These notes have been prepared for briefing purposes only and should not be used for detailed analytical work. MISSION READOUT: 6EVEALS 25X1 SEVERAL SIGHTINGS OF RAIL ACTIVITY AT NINH BINH. SOUTH OF THE SONG DAY AND WITHIN NINH BINH, THIRTY-ONE PIECES OF STATIONARY ROLLING STOCK ARE OBSERVED ON A HOLDING SPUR. OF THESE THIRTY-ONE PIECES, 8 ARE BOXCARS, 3 ARE EMPTY FLATCARS, 18 ARE FLAT/GONDOLA CARS LOADED WITH CRATED AND BAGGED MATERIALS, AND 2 ARE GONDOLA CARS LOADED WITH VEHICLE TIRES. THREE STEAM LOCOMOTIVES ARE NOTED ON THE THROUGH LINE NEAR THE SPUR. SEVERAL PIECES OF ROLLING STOCK AND TWO LOCOMOTIVES ARE NOT SHOWN ON GRAPHIC. APPROXIMATELY 300 YARDS SOUTH OF THE SPUR ADDITIONAL RAIL ACTIVITY IS APPARENT AT A TRANSSHIPMENT AREA. THREE GONDOLA CARS PARTIALLY FILLED WITH BAGGED MATERIALS AND THREE EMPTY GONDOLAS ARE OBSERVED. ONE LOCOMOTIVE IS NOTED NEAR THE TRANSLOADING AREA. ONE EMPTY CARGO TRUCK IS PARKED NEAR A TRANSLOADING RAMP. IT CANNOT BE DETERMINED WHETHER LOADING OR OFF-LOADING IS TAKING PLACE: HOWEVER, PERSONNEL ARE OBSERVED HANDLING THE MATERIALS ON THE GONDOLAS.
