18. Talked with Ron Ta:mmen, in the office of
Se. ator William Proxmire, who had contacted us about Proxmire's cosponsorship
Senator Abourezk's amendment to terminate all U. S. covert activities.
Tammen said he had tried to talk the Senator out of cosponsoring this amendment
but was unsuccessful. He said he would like any arguments we had which he
could use with the Senator in discouraging his participation in the debate on this
amendment. I went over the background of this with Tammen and reviewed the
arguments which he has. given to Proxmire which I thought covered the subject
as thoroughly as possible. 25X1
