the Multinational Corporations Subcommittee, Senate Foreign Relations
Committee, again. He dictated five questions which he would like us to
raise with our economists. These have been passed on to Maurice Ernst,

3.1 LLM) In the company of Mr.
met with James Woolsey, general Counsel, Senate Armed Services ommittee,
to review the Agency's proposed reports to the Committee on S. 1935 (Proxmire
Bill), S. 1547 (Committee on National Security), and S. Con. Res. 23 (Joint
Committee on Information and Intelligence). Woolsey had no problem with
the positions we had taken but, in connection with S. 1935, suggested that
OMB assume the onus for noting the serious constitutional questions raised.
We also reviewed generally the amendments to the CIA Retirement
Act, which we plan to transmit to the Committee and the problem posed by
pending amendments to the Civil Service Retirement Act providing a possible
change in contribution rates. Woolsey suggested that we prepare a short
paper on this subject for Ed Braswell, Chief Counsel.
4. - RJK) After speaking with John Ritc.h, Senate
Foreign Relations Committee staff, about a legislative matter, ed
about the status of Senator Fulbright's request for a briefing o STATINTL
explaining that the Senator had designated him to receive the Agency
briefing. Ritch was in contact with Mr. Maury about 3 weeks ago. I
explained to him that the request was still under active consideration and
that he would be hearing from Mr. Maury upon his return to the city after
CRC, 8/11/200
Labor Day.
