5. (Unclassified - GLC) In response to his call yesterday, I advised
Dick Ober, NSC Staff, that we had discussed the thrust of the* Baker /Weicker
ro osal in an Agency bulletin in October along with other legislative pro-
posals, and I said I was sending a copy of that bulletin to him. I told him a
copy of the Director's letter of 3 December 1974 to Senator John C. Stennis
(D., Miss.) on the Foreign Assistance Act amendments was sent to General
Scowcroft, as well as to Tom Korologos, With respect to the USIB report
on legislation, I told Ober that the report had not been prepared by our office
,
but that we were going over it to update it and to make some corrections in it.
6. (Unclassified - GLC) John Goldsmith, Senate Armed Services
Committee staff, called me regarding an anonymous inquiry the Committee
has received regarding an ad that appeared in the Washington Post of Sunday,
November 24th, indicating that Quest Systems, Inc. , was recruiting computer
programmers for the intelligence community to work at a major installation.
The ad specifically cited NSA, CIA, and DIA, and contained a telephone
number and address. Goldsmith said he considered the contact to be a crank,

ut would like any information we might have with respect to this ad. I told
him I would check and be back in touch with him.
7. (Internal Use Only - PLC) Called Steve Daniels, Representative
John N. Erlenborn's (R., Ill.) staff man on the House Government Operations
Committee, and asked if we could review a, copy of the compromise right of
r
ivacy bill before it is submitted to the Congress. He said that OMB will be
circulating the bill for coordination within the Executive. I later received a
call from Frank Reeder, OMB, who asked that we be prepared to review for
Agency comment on very short notice a compromise bill that will be ready
Thursday or Friday. He had been assured by the House and Senate Government
Operations Committee staffers that the CIA. exemption is intact. We agreed,
however, that we would both review the bill. carefully to assure that there are
no problems.
8. (Unclassified - KKH) Received a call from Wyn Jones, on the
staff of Senator Bill Brock (R., Tenn. ), who said their office had received
a request from a constituent for information on an "International Security
Agency" and would we know how to go about it. I checked and told him
the closest I could come was the National Security Agency at Fort Meade
and the Department of State's International Security Affairs section. I
gave him telephone numbers to contact both these agencies. He thanked
me for the help.
