Met with Ed Braswell, Chief Counsel, Senat Armed Services ommi tee, and told hires of the review we were conducting of the testimony of witnesses before the Senate Foreign Relations Committee on no action on the Baker/Weicker proposal. fora ' t 19. Met with Ed Kenney, Senate Armed Services Committee staff, and briefed him on the two amendments which Senator Abouri has proposed to the Foreign Aid bill when it comes up on the floor. I left with Kenney copies of our letters on these amendments. 20. I I Jim Calloway, Senate Appropriations Comm: staff, called shortly before 7:00 p.m. to say they were having problems with scheduling and would have to cancel the briefing tomorrow morning. He said he would call me first thing in the morning to see if it could be rescheduled late in the day or if necessary at a different time. The Director, F I and I I were advised. . 25X1 21. I I The Director advised he had received a call from Chairman John Stennis, Senate Armed Services Committee, who said he liked the drafts of the exchange of letters we had prepared and was having his letter to the Director done in final and we could pick it up. The Director asked if we would have somebody drop by to pick of Stennis' letter and go ahead and have his (the Director's) reply put in final form. talking with Messrs. John Warner, and Jack Tams, I advised 22. Received a call from Guy McConnell, Senate Appropriations Committee staff, who said he wanted to check as to whether the money appropriated for the Agency was no year or multi-year funds. After McConnell most of our funds were multi- ear funds (i. e. available for expencatu within a period of three years) but some I I were in effect two-year funds.
