Mr. McCone telephoned me on 1.1 November to relay the
following:
He met with President Ford and General Scowcroft for one
hour to discuss the points in McCone's memorandum.
Mr. McCone described the meeting as very successful,
stating that every point in his memorandum was raised, discussed,
and accepted.
Specifically, the President agreed to support legislation
penalizing disclosures; to re-examine PFIAB; to convene a
breakfast meeting with the bipartisan Congressional leadership
on the committee structure; and to advocate the notion of PFIAB
reporting to the select committees.
McCone stressed that his remarks about morale were his
own and that the Director might well have a different. McCone
said that he extolled the virtues of Colby and the Agency.
He said that the President asked many questions about
the functions of USIB and DIA.
McCone was clearly quite pleased with the way things
went, stating that his trip had been quite worthwhile. He-
predicted real benefits.
He described the only sour note as follows: General
Scowcroft told McCone that his name: was legendary in the United
States Air Force. McCone said that it was hard to realize that
he had left the Air Force 23 years ago. Scowcroft reflected
and said that he had been a first lieutenant at that time.
They parted, feeling older.
