A proposed increase in scope of this contract was solicited in April and received in May. Deliberation on acceptance of the increase in scope continue until the first week in June. Then upper management rejected the Increase in scope and any follow-on effort. When this rejection was relayed to SRI, an indication of a possible overrun condition of the contract was admitted by the technical investigator. SRI was instructed to provide more details b r contracting group (see letter in file from to SRI's contracting officer P. O'Donnell, 19 June . Upon review of the situation with myself, the contracting officer and a telephone conversation with B. Cox of SRI, Mr. J. M. McMahon D/OTS determined the SRI claim of an overrun was not justified (See Memo for the Record, Subject: Telephone Call from Mr. Bonnar Cox of SRI, 21 June 1973 and Memo for the Record (attached) for complete details). On 18 July 1973 a complete package of monthly contract status reports (attached) was obtained directly from the principle investigator Dr. A. puthoff, These statements were previously unavailable to us. Dr. Puthoff explained the reports were given to his contracting officer, Mr. P. O'Donnell but apparently were never released by O'Donnell. It can be seen these financial reports don't agree with mine because I was under the impression that a linear spending rate was being incurred until I received these reports. The administrative energy dissipated on the announcement of the rejection of further work and the scurrying to conclude the cost overrun situation could have adversely effect pro- gress during the last quarter. Nevertheless, the following progress can be reported and a final report is still promised by SRI. Correlations between correct predictions of the off-on condition of a light physically removed and hidden from Mr. Swann and certain characteristics brain wave patterns were observed. This lead is being pursued as a possible signature of successful sensing of the unexplained biofields. Positive results were obtained when Mr. Swann was asked to locate vertically and horizonally, the oil pockets in a previously surveyed oil field. Initial evaluation of his description is that it is impressively accurate. These latter two observations are uncontrolled experiments which have little scientific significance but do suggest a wide range of possible applications for such gifted individuals.
