O/IC, talked at considerable length on his recom-
mendation CIA take and record an official position of concurrence or
non-concurrence when commenting on IAC papers. He points out, using
D-45/30 as reference, that G-2 and ONI both disagree in the proposals
made. He has checked this by telephone with O/CI and 0/CI disagrees
as also does 0/IC. He feels that this should constitute an official
CIA position and wishes to go on record on the memorandum to this ef-
fect. I queried him as to why it was necessary for CIA now to go on
record in that we had never done so in the past. He said that he had
been receiving working-level inquiries as to CIA's position and felt
that these might develop into official inquiries. I told that
I felt this matter should be approached with considerable caution as I
did not know what documentation and approval might be required before an
official CIA position could be recorded. wishes to discuss

DAD/CD, called stating that 0/IC, has re-
25XlA9aquested - to approach the DCI for CIA's position in meeting or turn-
ing down a SRE request for IAC-45/30. Both Army and Navy have turned down
25X1A9a this request. and I discussed, at some length, in light of 25X1A9a
25X1A9a earlier discussion with me (E0/DD/ I Diary, 4 December) and de-
cided that nothing useful is gained through CIA taking a position. We
decided there was no point in bothering the DCI in the face of the turn-
down by the two Services.
