1. Chief, Planning Staff, Office of Logistics, called
on me to explore the possibility of a document search being made for
historical materials for logistic support of paramilitary operations. He
is interested in materials prior to World War II in all countries. I told
him that I thought 0/CD could make available to him any books or documents
dealing with the general subject, but that his Office would have to provide
the researchers to extract the specific information he is checking. I told
him I would discuss this with DD/I and if he approves, with AD/CD, (x-691)
and if feasible, we -nould let him know so that an official request might be

2. followed up the 18 November letter transmitting
Ambassador Bowles' 28 October comments on India. These had been sent to 0/NE
and others. tells me that 0/NE now has the papers and will pre-
pare for delivery to me tomorrow a letter of acknowledgement for DCI signa-

Kong, was released to AD/IC and I discussed it a? some eng h with M.

4. of the Policy Staff of FI called to say that a Staff
study proposing the establishment of an "idea" officer for the Agency who
will work over ideas submitted by employees primarily in the covert and para-
military fields and will involve such things as the use of highly special-
ized equipment, etc. This is separate from the "suggestion box" type of
25X1A9a thing. The recommendation has been made along the way, that this officer
be established under TSS. However, -, one of the authors of the plan
feels very strongly that it would be at the Deputy level. He asks that we
review that paper when t reaches us.

caused some consternation in FE as the cable did not mean what it pro-
ported to say. He explained that FE desires to establish the CINCPAC
unit as a means for integrating a group of covert analysts and that this
would not be possible with the State unit. Further, if financial or
other aid is given fbr the State unit, the possibility for establishing
a similar CINCPAC unit will be lost. Therefore, FE is particularly
anxious that nothing be done at this time to rock the boat by giving
encouragement to the expansion of State's unit. I explained this briefly 25X1A9a

9. Discussed, at some length, with the procedures we
should follow in releasing cables to our Offices. DD/P feels strongly
that cables containing psudonyms and cryptonyms be held only in the
Office of the DD/I for our side of the Agency. that However, they where

we felt it desirable to release a cable to one of our Offices, to make
