proposed change in'CIA Regulation 120, (the Special Intelligence Supplement).

Hi_s question dealt with the need for coordination among
of the Special Center prior to the submission of a security regulation of
this nature. I discussed this with Mr. Sheldon who feels that he is given
full authority under Regulation No. 120 to handle security matters regarding
Special intelligence and that formal coordination with the other Offices
concerned is not necessary. He feels that the implementation of such a
Regulation, as it affects other Offices, should be handled through Special

view with Mr. Wisner, she expressed an interest in research and he had told
