1. At morning meeting, DCI said he had spoken to General Bradley who had
indicated general agreement with our proposed Summary Evaluation machinery and
had suggested as Chairman of the Steering Group a JCS nominee, Lt.-Gen Idwal H.
Edwards (USAF), former Commandant of the Air War College.
DCI spoke favorably of Edwards and the possibility of his coming with
us. He directed me to get in touch with Admiral Lalor to see where we could start
working out details. Dico and was informed that General Bradley had placed the
matter in the hands of M&jbr-General Lyman Lemnitzer, who had been instructed to
25X1A9aca11 me. I suggested as the CIA representative and the General said,
25X1A9aYes, O.K., he orb" Later, called and asked him to check over the25X1A9a
papers so as to prepare a list of priority agenda items for our first meeting with
Lemnitzer to the end that we might have an agreed paper to present to the NSC and
at a very early date.
2. Received excellent responses to cable request to field for opinions and
Hand-carried these to Kent and suggested that a special

CIA/ONE supplement gisting these be prepared to go to the council - not as a
25X1A2gformal appendix but as additional data for the Senior Staff's use.

3. Discussed with Dr. Kent question of sanitizing
He was strongly of the opinion that the decision not to send it "as was" to the
25X1X7 was childish and that the sanitization should be as minor an operation as
possible. Such an exercise might well lead to a reconsideration of the basic de-
25X1A9aision. This should be taken up with-when he gets back from the Historical
Association Meetings.
4. Asked Red White what progress he was making towards signing off on our
ceiling proposal. He said that he doubted if anything could be done on it until
all three deputies prepared their minimum requirements and reopened the over-all
ceiling with MI. In other words, so long as remains the over-all 25X9A2
ceiling some area or another is going to get hurt and it is not fair to let the
first one up get protected by definitive action. Hence, it is very clear that
we must keep a close eye on this situation or the reduction proposal for the
DD/I offices will be renewed.

5. Conferred with and made a last effort to convince him he
ought to make his career the Agency.
6. Mr. Curtis, of Treasury Foreign Assets Control, called about the possi-
25X1 A29bility of using a certain of 8 December, releasible for
Negotiations with the Bonn Government, as was done with an earlier item of simi-

and the bad pages retrieved and destroyed. No distribution has been made out-
side the Agency so the matter is not particularly serious.
7. pointed out a possible breach of pertinent regulations on Sheldon's
stuff in 0 RR. consultant report. iirected - to have the offending page re25X1A9
run with proper omission and see that distribution was made to all recipients.

8. Conferred with on what progress had been made on developing
a program of testing returnees to see whether or not they had been drugged or
otherwise mentally affected to the extent that it would make them give misin-
formation unwittingly. Found that this project is now the responsibility of
2.5X1 A9a INSO but that - sits in on a monitoring committee. 25X1 A2

9. Also discussed with the allusions in some of the
material to successful work by USAF on flying saucers. He will investigate once
Colonel Leghorn returns to duty next week.
10. General Lemnitzer called to state that the Chiefs were ready to proceed
with the Summary Evaluation machinery and nominations on the basis that CIA had
accepted Lt.-Gen. Edwards as Chairman. It was agreed that JCS and CIA would try
and reach agreement on all major points and then take up with IN and ICIS and
attempt to get a paper to the NSC next week. Meeting with General L. set for to-
morrow.
