1. At morning meeting stated that we were prepared to furnish the incoming
Secretary of State with the standard issue of daily materials at his Commodore
office. DCI expressed his satisfaction.
25X1A9a 2. spoke with John Foster Dulles, Esq., in New York, to inform
him that our current materials would be delivered starting tomorrow, 2L December.
Mr. Dulles stated that he would be taking a holiday and requested that the material
not be furnished him until Monday morning, 29 December.
At morning meeting mentioned the sensitive item about nuclear espionage.
said FBI would have it in check.

25X1A9a L. Conferred with Raised ceiling proposal. He took it under
advisement but did not hesitate to indicate his general concurrence and willing-
ness to stimulate recruiting up to the T/O level, provided actual "on boards"
did not exceed the ceilings.
25X1A9a 5. Also put up to question of proselyting or rather receiving as
25X1A9a defector one a top photogrammetrist who is currently in a cul de sac in
BuAir of the Navy. He undertook to see what could be done to obtain his services
for us rather than to have them lost to the Government entirely.

25X1A2g on Project Much somewhat unco-ordinated staff study has gone on
throughout the Agency as a result of the ill-advised low level contacts made by
Air Force Colonel Leghorn. In my opinion after consulting with all concerned
and also Wisner, the time has come to present this thing formally to the IAC and
to recommend that the latter appoint an ad hoc committee to present the intelli-
gence viewpoint with respect to this huge development program. Composition of a
committee could well be the Chairmen, respectively, of the EIC, SEC, Watch Com-
mittee, and IPC. That would produce representation of the Services, DD/P and the
DD/I, with an approximative reasonable balance between them. For the moment, it
is. left with me to call Colonel Shriver and then General Samford to find out what,
if any, intra-Air Force politics were involved in the relative exclusion of A-2
from the Project so far. Assuming that there is no objection, I shall then re-
commend to MI that the matter be noticed for the next IAC Meeting and that General
Craigie be informed accordingly. Leghorn, unfortunately, is away on leave until
5 January.

9. Rear Admiral Lalor, tecretary, Joint Chiefs of Staff, advised Acting
DD/I, "off the record," that the Joint Chiefs had considered our Summary Evalu-
ation paper shortly following our joint conference and that General Bradley would
call the Director to suggest a further conference at which details could be ironed
out and personalities considered for the Steering Committee. Meanwhile, Lalor was
of the opinion that co-ordination with IIC and ICIS should be deferred. From the
tone of his comments, it may be inferred that the Chiefs had favorably considered
our general proposals.

10. Lunched with who stated that the the effects of continuation of the anti-trust proceedings agains on estimating
he oil companies
was going badly for lack of data. After conferring with Wisner, recommended to the
staff of the Board that a circular cable requesting on-tke-spot appreciation be
despatched to selected countries to build up some support for the estimate.
11. Attended PRC Meeting.

12. Talked briefly with Wisner abou project which his people
had approved subject only to a few minor changes o emphasis. With his concur-
rence, bucked it to O/IC for formal processing rather than waiting DD/CIts return.
