So informed DCI just in case there should be any publicity on it which he might see. 2. Conferred with Sheldon on drying up of certain materials and on the problem of clearing senior 0/RR personnel. I stated that I could not understand how it was 25X1A9a conceivable that a man should be nonclearable for- work and yet furnished ac- cess to all NIEs, etc., that a senior person in 0/RR necessarily has to work with. 25X1A9a in other words, I felt that if investigation turned up something about a 1W GS-14 that made him wish to exclude hire, that should ipso facto call for Security re- view proceedings looking toward termination of his employment. He felt that as a general statement of policy, there was a lot in what I said and agreed to review a certain case with that in mind. 5. Mrs. Eleanor Dulles (NPA) called to suggest that more efficient use might be made of the data available to NPA by Intelligence. NPA is represented on the EIC by ODM and also thru O IT of Commerce but this involves some insulation which prevents 25X1A9anaximum flow. Sent as Chief of Co-ordination of Economic Intelligence to get an elaboration of her views and take necessary action. 6. Lunched with Colonel Bradford Butler and Colonel Lewis Levell. Butler, who is Chief of Training for Army Para. Military, raised the question of the split in the Intelligence community as to the availability of indigenous resources as of D-Day behind the Iron Curtain. Apparently, G-2 feels that there is such, and on the basis of its views, is expending approximately one hundred million dollars each year in preparing 100 teams to drop shortly after D-Day. Air and Navy are very du- bious but what bothers me is that "CIA" is reported to have two views, one on the senior level and one on the working level, the latter of which backs the Army. So far as I am aware, we have never estimated in detail on this matter; so the so-called CIA views must be various emanations from the wrong side of the Reflection Pool. 25X1A6a Later spoke to Sherman Kent and about this and also asked Lt. Col. Vanderhoef, of General Partridge s o. ce to see what G-2 had on this with an eye to doing a special estimate if such seemed desirable. Tilts document is part of an integrated ~..r file. Sent 3 hours with the Board and IAC Deputies, hammering out NIE-78 25X1A2 A virtually agreed paper resulted, though in my opinion it is not as sharply focussed on issues raised by the as it should be. i 25X1X7 specifically rdgret backing away from the expression of odds favoring the out- break of war during the course of ten years. 9. Attended Reserve Officer Meeting. Witnessed excellent film on Russian railroad transportation. Was somewhat horrified to learn that our graphic register has given up all interest in Russian railroads, turning the matter over to Army Map Service of the Corps of Engineers. This seems highly debatable because the close integration of railroads and other industrial facilities means that many railroad pictures show oil refineries and other industrial plants.
