1. At morning meeting reported that the special informal group
Bieri and Bull) and myself had completed a first draft of the Summary
Evaluation Terms of Reference and 1 chanics and would submit it in 2L. hours
to DCI. DCI indicated that I was to go to the JCS meeting and "do most of
the talking." At my suggestion, he agreed to enlarge the team to attend to
include General Bull and Admiral Bieri. So informed them.
2. DCI commented acidly on Ambassador Henderson's blocking Mr. BeckerTs
25X1A2g visit to Tehran I came to the Ambassador's defense and said
25X1A9a that- had been e'nervous Nellie 1' and that - and I had drafted 25X1 A9c
the cable cautioning Becker as to his activities in Iran. Also pointed out
that Becker's itinerary had apparently been changed to omit Iran prior to
receipt of our message. DCI was not particularly mollified by this explanation.

3. Flying Saucers -- Conferred with and
25X1A5a1 on the initial phases of examination into unexplained
evidence, including today's report from Iran. They are going to ATIC, at
Wright Field, with General Sanford's blessing and will have recommendations
for the next stage, including a panel of approximately eight scientists and
engineers, when they have completed a preliminary review of the estimates.

5. Talked with and arranged for coordination of 0/CI and

of 0/RR is apparently a competent lawyer knowledgeable in this

6. Conferred wit who is being processed for the 0/RR
consultant group 'which meets tomorrow. Outlining the purpose of our consultant
panels and explained the arrangements I had for shipping 0/RR production
