Having approved the State paper on Psychological Warfare Intelligence Support, save for paragraph it. which seemed to weaken it unnecessarily, I indicated to DCI that the matter would come before him in my absence and urged him to approve it. In answer to the Director's inquiry as to the necessity for his approval, I explained that I had phoned and indicated my question as to paragraph 4.
