1. Discussed with W. Douglass., General Magruder and DCI the new
Brownell directive. Mr. Douglass met with Secretary Lovett and emphasized
with him that the signing of the directive was only the first step in
securing an adequate organizational set-up. The nature of the new directive
chosen for NSA would be highly important. Another highly significant factor
would be the success of NSA in making attractive civilian posts which would
have to be filled by very high-grade technical personnel. I indicated to
Mr. Douglass that eve should secure as a matter of urgency a list of all Military
personnel having a three-star rank and above.
