Advised the Director of our intention to hold Deputies' dinners on alternate Thursdays, the first to be held this coming Thursday. DCI declined our invitation to attend. 25X1A9a 25X1A9a 2. At the morning meeting reported to DCI on my talk with- Informed the DCI that the "high ranking" defectors referred to in a recent log item consisted of two Colonels, one Major, and a wife. 3. Indicated to the Director that I would appreciate sitting in at some time during his talk with General Shortt, whom I had not met. Later the Director called me and we chatted with General Shortt on mutual problems. One point made by him was that they tended to confine intelligence speciali- zation to the lower ranks and found it helpful to have broad-based experience in the senior intelligence posts. I commented that this was comparable to our use of General Bull and Admiral Bieri on the Board of National Estimates. General Shortt also inquired as to our use of external research and our use of consultants and we outlined the facts on these points. Following this meeting I indicated to General Shortt the wish to have a more extended talk with him and suggested that we try to have dinner together some time next week, if that suited his schedule. General Shortt indicated that, if necessary, he would stay over for an additional day. I later indicated to 25X1X7 14. Attended NSC Senior Staff meeting on Iran policy paper. At this meeting I briefly reviewed the Special Estimate on Iran, emphasizing the emergency import of the paper. 5. Met with Dr. Hoover on the summary evaluation paper and he undertook to have the various papers ready for a conference with General Samford on Friday morning. I arranged to see General Samford at that time. 25X1A9a 6. Chatted with who is proceeding to 25X1A6a 25X1A8a ultimately to be a member of the I outlined to him my view as to the functions and opportunities of that unit and found that he was entirely in accord with the Intelligence Offices' concept of what such a unit could do. One point which I stressed was the value of having a local unit which could screen requests for intelligence support from the Operational Offices with a realistic concept of its own capabili- ties and which would refer to Washington those requests which were beyond its current capabilities. I also informed of the facts respecting 25X1A9a the current survey of the intelligence needs of the. Operational Offices and found that he was heartily in accord with the objectives of this survey.
