Spoke to Mr. Wisner respecting the paper he had recently given me on.Sino-Soviet relations, informing him that I had requested comment by. O/NE. My own opinion was the paper represented a respectable research job, although it did not, by any means, cover all the factors affecting such relations. I felt that the source productive of such papers would be helpful. 25X1A9a 2. Informed the DCI of impending visit on Wednesday. 25X1X7 5. k1so informed the DCI that there would not be an NSC meeting, nor an IAC meeting, this week. 25X1A5a1 7. Mr. Wisner requested my support for the new procedure of requesting country program approval from the PRC respecting operational projects, which involved some rational relaxation of the project-by- project approval procedure. I.assured him that I understood this and would support this development. 8. Spoke with Dr. Kent and Dr. Hoover respecting some difficulties they were having in securing net capability evaluations in NIE-64. I suggested that this effort be relaxed with respect to NIE-64, which could be confined to capabilities,' since we were planning to organize a net capabili- ties study as a follow-up to the summary evaluation paper now in process. If this covered the general scope of NIE-64, it would satisfy O/NE's needs. Spoke with Mr. Lay by phone respecting the meeting of the NSC Steering Group planned for later in the day, and subsequently attended this meeting.
