1. Colonel Baird spoke to me about restrictions recently placed
on attendance by CIA personnel (as well as personnel from other agencies)
at lectures in the War College. Mr. Dulles and I have determined that since
these restrictions were not discriminatory, CIA would not complain to the
War College. Colonel Baird undertook, if there were a demand, to attempt to
arrange special lectures by outstanding individuals coming here for talks
at the War College and., after discussing this at the IADs' meeting, I called
Colonel Baird and requested him to do so*
of Secretary Pace which, as presently arranged, will take place Wednesday
next.
2. Arranged for attendance by 0/NE, 0/CI, et al., at a debriefing

3. Spoke by phone with regarding a recent cab on
which had been referred to Gen. Canine. I merely inquir d whether
was i.ng the position that this type of a relationship was a FI function,
rather than an AFSA function, although it should be coordinated AFSA. Mr,
indicated that he was taking this position and undertook to have me
briefed on the situation in the near future.
!L. spoke to me on the urgency of his obtaining a man
to head up his Intelligence section. He has a GS-15 slot. I later raised
this point with the TADs and there is a bossibility that Sherman Kent mey

presently Secretary of USCIB, who is a GS-13. Later 25X1 A9a
came in to see me and I indicated that there would be a position open to
him in the 0/CI Policy and Liaison Staff. only concern was as to 25X1 A9a
the training of a successor for his present position. I shall have to
speak to Mr. Sheldon on this as soon as he returns.
7. I spoke by phone with Gen. McClelland and suggested it would
be helpful to have a Como liaison officer in 0/CI and he agreed. Mr.
25X1A9a Sheldon had designated Hof 0/CI for this position and I so
informed Gen. McClelland.

0/CI, as a corollary of its Special Intelligence responsibility, keep itself

counter-measures. The desirability of this was most impressive in the case
of relations with special processing centers and we later had a discussion of
this question in the IADs' meeting.

General McKee in the current draft of the summary evaluation paper which were
holding up final agreement.
10. Pursuant to instructions from DCI, sent Volume One of the

U. Chatted with Messrs. Farley and Weber of the NSC Secretariat,
respecting the 0/RR. report on the Communist Five-Year Plan, which was relevant
to certain discussions we had had recently respecting the possibility of
comparing US and Soviet positions. Also discussed briefly with them the
question of a Commander's estimate for the President.
